Canada - Obtain a CANPASS (Air, Private Aircraft, Private Boats)

Introduction

CANPASS is a series of Canada Border Services Agency (CBSA) programs that expedites the border clearance process for frequent, low-risk, pre-approved travellers into Canada. Choose which mode of CANPASS best suits you.

Eligibility

Air travel: If you are travelling by air, there are three different CANPASS programs available to you to expedite your border clearance process.

CANPASS Air: If you often fly into Canada by commercial airline.

CANPASS – Corporate Aircraft: If your company operates aircraft that frequently flies directly into Canada from the United States.

CANPASS – Private Aircraft: If you operate a private aircraft that often flies directly into Canada from the United States.

Marine travel: Do you frequently travel to Canada directly from the United States on a small private pleasure boat? If so, one of the CANPASS programs for marine travel could be for you.

CANPASS – Private Boats: If you often enter Canada from the United States in a private pleasure boat.

CANPASS – Remote Area Border Crossing: If you cross the border at remote areas in Ontario from Pigeon River through to and including Lake of the Woods, the Canadian shore of Lake Superior, Cockburn Island and Sault Ste. Marie (upper lock system).

Instructions

CANPASS – Air; The CANPASS - Air program allows pre-screened, low-risk commercial airline passengers who are members of the program to use automated kiosks to clear customs and immigration quickly and securely at participating airports.

CANPASS - Private Boats

The CANPASS - Private Boats program allows CANPASS permit holders who wish to enter Canada aboard private boats from the United States to receive pre-authorized customs clearance.

CANPASS - Private Aircraft

The CANPASS - Private Aircraft program allows CANPASS card holders on private aircraft to clear customs and immigration quickly and securely at participating ports of entry.

Procedure

CANPASS – Private Boats membership

Your participation in this program is strictly voluntary. Complete Form E672, CANPASS Application Form, and we will use the information you provide to determine your eligibility. If you are accepted into the program, your membership will be valid for five years. Sign the application form and send it, with a non-refundable processing fee of CAN$40 for each applicant 18 years or older, to one of the following Canadian processing centres for Alternate Inspection Services. Parents or legal guardians have to complete the application on behalf of children under the age of 18.


CANPASS – Private Aircraft

Your participation in this program is strictly voluntary. The information that you provide will be used to determine your eligibility. If you are accepted into the program, your membership will be valid for five years.

If you are under the age of 18, written consent from a parent or legal guardian is also required.

How to apply

  • Complete and sign the CANPASS application form: Form E672.
  • Send the following to a Canadian processing centre:
    • the completed application form;
    • the non-refundable processing fee of CAN$40 for each applicant 18 years old or older; and
    • a photocopy of your proof of citizenship or permanent resident status.
  • If you are accepted, your application will be processed in approximately four to six weeks.
  • Applications that are incomplete or do not include all the necessary documents and the non-refundable processing fee will not be processed. The CBSA will send a letter asking you to submit the missing information.

CANPASS Air

Your participation in this program is strictly voluntary. The information that you provide will be used to determine your eligibility. If you are accepted into the program, your membership will be valid for one year.

If you are under the age of 18, written consent from a parent or legal guardian is also required.

How to apply

  • Complete and sign the CANPASS application form: Form E672.
  • Send the following to a Canadian processing centre:
    • the completed application Form E672;
    • the non-refundable processing fee of CAN$50 for each applicant 18 years old or older; and
    • a photocopy of your proof of citizenship or permanent resident status.
  • If you are accepted, your application will be processed in approximately four to six weeks.
  • Applications that are incomplete or do not include all the necessary documents and the non-refundable processing fee will not be processed. The CBSA will send a letter asking you to submit the missing information.
  • You will be required to attend an interview with a CBSA officer.

Fees

CANPASS – Private Aircraft

The non-refundable processing fee is CAN$40 for each applicant 18 years old and older. The fee is waived for those under the age of 18. You can pay using Visa, MasterCard or American Express. You can also send a certified cheque or money order in Canadian funds payable to the Receiver General for Canada. Do not send cash.

CANPASS Air

The non-refundable processing fee is CAN$50 for each applicant 18 years old and older. This fee is waived for those under the age of 18. You can pay using Visa, MasterCard or American Express. You can also send a certified cheque or money order in Canadian funds payable to the Receiver General for Canada. Do not send cash.

Validity

Explain the time until which the certificate/document is valid.

Information which might help

Emails containing personal information or information dealing with specific personal or business cases, attachments, offensive language, requests to process a change of address or requests to forward e-mails on your behalf, will not be processed.

Even if we determine that you are low-risk and we grant you a canpass – Private Boats membership, you are still subject to random examinations to ensure that you comply with the terms and conditions of the canpass – Private Boats program, as well as any other legislation administered or enforced by the CBSA.

Other uses of the Document/Certificate

As a CANPASS Air member, you will enjoy many benefits:

  • Travellers flying into Calgary, Edmonton, Halifax, Montréal, Ottawa, Toronto (Pearson International Airport and Billy Bishop Toronto City Airport), Vancouver and Winnipeg international airports can clear the border in the blink of an eye!
    • You can use a self-serve kiosk to clear the border and declare your goods;
    • You can avoid line-ups at the primary inspection line at some of Canada's busiest airports;
    • You can enrol your children under the age of 18 free of charge; and
    • You can improve your overall travel experience.



If you are a CANPASS – Private Aircraft member, your private aircraft can have the following privileges:

  • It can land at any airport of entry (AOE) in Canada;
  • It can land at an AOE any time the airport is open for landing, regardless of the hours of business of the local CBSA office;
  • It can land at a CANPASS-only airport, which may be nearer to your destination;
  • It receives expedited clearance; and
  • It can proceed to the final destination if there is no CBSA officer waiting for the aircraft by the reported time of arrival, without the pilot having to make a second call to the CBSA after landing.

CANPASS – Private Boats program members have the privilege of calling the CBSA to report their estimated time of arrival (ETA) at least 30 minutes but not more than 4 hours before their arrival at a designated marine telephone reporting site in Canada. They may also be entitled to use reporting sites not available to other boaters.

Others

You may qualify to participate in the program if you are a citizen or permanent resident of Canada or of the United States. However, you will not qualify for CANPASS – Private Boats membership if you

  • provide false or incomplete information on your application form;
  • have been convicted of a criminal offence in any country for which a pardon has not been granted;
  • have been found in violation of customs or immigration legislation; or
  • are inadmissible to Canada under the Immigration and Refugee Protection Act.

To be eligible for CANPASS Air, you must be a citizen or permanent resident of Canada or the United States.

Effective November 21, 2012, Canadian and American citizens living outside of Canada or the United States or who have recently returned to either country and have not previously been able to meet the three-year residency requirement are now eligible to apply.

In addition, certain permanent residents are also exempted from the three-year residency requirement. For further information on any of the above, please consult Customs Notices 12-030 and 10-025 to see if these exemptions apply to you.

In addition, you must also meet these criteria:

  • You are admissible to Canada under applicable immigration laws;
  • You have provided true and accurate information on the application;
  • You have not been convicted of a serious criminal offence for which a pardon or rehabilitation has not been granted;
  • You have not had a customs seizure within the past five years; and
  • You are not in violation of any customs or immigration legislation.

To be eligible for CANPASS – Private Aircraft, you must meet these criteria:

  • Be a citizen or permanent resident of Canada or the United States and have lived in Canada and/or the United States continuously for the last three years;
  • You are admissible to Canada under applicable immigration laws;
  • You have provided true and accurate information on the application;
  • You have not been convicted of a criminal offence for which a pardon or rehabilitation has not been granted;
  • You have not had a customs seizure within the past five years; and
  • You are not in violation of any customs or immigration legislation.
