This procedure explains various ways to Obtain a Permanent Resident Visa in Caloocan.


You are a foreign national who has an existing probationary Non-Quota Immigrant Visa status that is valid for one year, or you are a Chinese national married to a Filipino citizen in the interest of reciprocity or you are a Filipino Veteran or his/her spouses and his/her legitimate or illegitimate and unmarried children of World War II who acquired American citizenship under the United States Immigration Act of 1990 and for other purposes (R.A. 7837), or you are citizen of a country which grants permanent residence and immigration privileges to Filipinos and also married to a Filipino, you can apply for a Philippine Permanent Resident Visa (PRV). Please follow the guide below to do it:

You are citizen of a country which grants permanent residence and immigration privileges to Filipinos and you married to a Filipino

Under the Philippine Immigration Act of 1940, Section 13(a) you are eligible for permanent residency in the Philippines. This visa is issued to an alien on the basis of his/her marriage to a Philippine citizen and only available to citizens of a country which grants permanent residence and immigration privileges to Philippine citizens.

  1. Countries have reciprocity agreement with the Philippine
    Please refer the link information for list of countries that have reciprocity agreement with the Philippines.
  2. Prepare the requirements  : List of Required Documents:
    • The Joint letter request addressed to the Commissioner from the applicant and the petitioning Filipino spouse.
    • The Marriage Certificate or Marriage Contract.
    • The Birth Certificate or certified true copy of BI-issued Identification Certificate as Filipino citizen of the Filipino spouse.
    • Your and your dependents’ Photocopies of passports bio-page and latest admission with valid authorized stay.
    • The valid National Bureau of Investigation (NBI) Clearance, if application is filed six months or more from the date of first arrival in the Philippines.
    • The valid NBI Clearance for each dependent 15 years old or over, if application is filed six months or more from the date of first arrival in the Philippines.
    • You and your dependent’s BI Clearance Certificates.
    • You and your dependent’s Original or certified true copy of Bureau of Quarantine Medical Clearances, if you and your dependents are a national of any of the countries listed under Annex “A” of Immigration Operations Order No. SBM-14-059-A Annex “A” who arrived in the Caloocan on or after June 2014.
    • Your and your dependents’ duly accomplished application forms Application Form.
    • The additional Information on Applicant’s children (if needed) Application form For Applicant Childrens.
    • The proof of filiation with the petitioner for each dependent.
  3. Apply for Permanent Resident Visa
    Visit the BI Main Office or other suitable Immigration Offices Office Locations, you can get support about application form at the Public Information and Assistance Unit (PIAU) at BI G/F Main Office. Please submit the required documents for pre-screening to the Central Receiving Unit (CRU) or to the frontline officer or staff of other Immigration Offices able to process this transaction. Follow the officer’s guide to get the Order of Payment Slip (OPS), pay the applicable fees and submit copy of Official Receipt. You can refer to the Official Receipt for the schedule and venue of the Hearing that you need to attend. Attend the hearing and proceed to Image and Fingerprint Capturing Counter of the Alien Registration Division (ARD) and submit your requirements for ACR I-Card application. Follow officer’s guide for how to confirm if your visa application is already approved. If the visa application is approved, please submit passports for visa implementation. If the ACR I-Card is approved, please claim the ACR I-Card.

Foreigners with Non-Quota Immigrant Visa status valid for a yearEdit

You can apply for amendment to permanent Non-Quota Immigrant Visa by Marriage.

  1. Prepare the requirements Required Document List
    • The Joint letter request addressed to the Commissioner from the applicant and the petitioning Filipino spouse.
    • The Joint affidavit of continuous cohabitation of applicant and the petitioning spouse.
    • Your and your dependents’ Photocopies of passport bio-pages, visa implementation pages and latest admission with valid authorized stay.
    • Your and your dependents’ valid national Bureau of Investigation (NBI) Clearances;
    • Your and your dependents’ BI Clearance Certificate.
    • Your and your dependents’ Original or certified true copy of Bureau of Quarantine Medical Clearances, if you and your dependents are a national of any of the countries listed under Annex “A” of Immigration Operations Order No. SBM-14-059-A Annex “A” who arrived in the Caloocan on or after June 2014.
    • Your and your dependents’ application form Application form

  2. Amendment to Permanent Non-Quota Immigrant Visa by Marriage
    Visit the BI Main Office or other suitable Immigration Offices Office Location Information, you can get support about application form at the Public Information and Assistance Unit (PIAU) at BI G/F Main Office. Please submit the required documents for pre-screening to the Central Receiving Unit (CRU) or to the frontline officer or staff of other Immigration Offices able to process this transaction. Follow the officer’s guide to pay the applicable fees and submit copy of Official Receipt, please refer to the Official Receipt for the schedule and venue of the Hearing that you need to attend and Image and Fingerprint capturing. Attend the Hearing. For visa extension application, the biometric data previously captured during the visa conversion shall be used in the printing of the renewed ACR I-Card. However, applicants aged ten years and below shall have their image and fingerprint captured every extension of visa. Applicants aged eleven years and above shall have their image and fingerprint captured every after five years. If the visa application is approved, please submit passport for visa implementation. If ACR I-Card is approved, claim ACR I-Card.

Chinese with Non-Quota Immigrant Visa status valid for a yearEdit

Chinese married to a Filipino CitizenEdit

You are a Chinese national married to a Filipino citizen in the interest of reciprocity

  1. Prepare the requirements Required Documents
    • The Joint letter request addressed to the Commissioner from the applicant and the petitioning Filipino spouse;
    • Your Photocopy of passport bio-page, visa implementation page and latest admission with valid authorized stay;
    • The Birth Certificate or certified true copy of BI-issued Identification Certificate (IC) as Filipino citizen of the petitioning Filipino spouse;
    • The Marriage Certificate or Marriage Contract;
    • The valid National Bureau of Investigation (NBI) Clearance, if application is filed six months or more from the date of first arrival in the Philippines;
    • The BI Clearance Certificate;
    • The duly accomplished application form Application form
    • The additional Information on Applicant’s children (if needed) Application form for Children.
  2. Conversion to Permanent Resident Visa
    Visit the BI Main Office BI Main Office Location, if you did not fully understand about the required documents, you can get help from the Public Information and Assistance Unit (PIAU) at BI G/F Main Office. You can submit the required documents for pre-screening to the Central Receiving Unit (CRU). Follow the officer’s guiding to get the Order of Payment Slip (OPS), pay the applicable fees and submit copy of Official Receipt. Filipino Veteran or their relativesEdit

You are a Filipino Veteran or his/her spouses and his/her legitimate or illegitimate and unmarried children of World War II who acquired American citizenship under the United States Immigration Act of 1990 and for other purposes (R.A. 7837)

  1. Prepare the requirements Required Documents:
    • Your Original and photocopy of American passport, Certificate of Naturalization or any proof of naturalization, Birth Certificate or any proof of former Philippine Citizenship such as Marriage Certificate, previous Philippine passport or Affidavit of Former Philippine Citizenship, Any Proof of Military Service but not limited to Certificate of Honourable Discharge from Military Service, etc.;
    • Two pieces of 2x2 coloured photograph with white background and must be taken within the last three months from the date of application; and
    • The duly accomplished application form Application form.
  2. Granting Permanent Resident Visa
    Visit the BI Main Office BI Office Location Information, if you did not fully understand about the required documents, you can get help from the Public Information and Assistance Unit (PIAU) at BI G/F Main Office. You can submit the required documents for pre-screening to the Central Receiving Unit (CRU). All applications must be filed at least forty-eight hours before applicant’s scheduled flight. The CRU shall receive and assess the completeness of the application and requirements. Please pay the applicable fees at the Cash Section and verify the status of the application.
