Procedure

Apply In-Person:

1. To apply for Species at Risk Permit or License in person, the applicant has to visit the nearest regional office of Fisheries and Oceans Canada.

3. Visit the office and obtain an application for a Species at Risk Permit from the respective department.
4. The application form links can also be found below:

5. Complete the application form with required details under relevant sectionsand attest it with signature in the field provided.
6. Attach the documents listed in the “Required Documents” section of this page, with the completed application form.
7. Then, the applicant has to pay the fees required for the process and license. Contact the office for fees details.
8. After successful payment, the applicant should submit the application package to the relevant official at the regional office.
9. Upon receipt of the application, the Office will assess the application form to check whether all the required information has been provided.
10. If it finds that the application is complete and provided information is sufficient, it will approve the application and other necessary processes will begin.
11. Within 90 days, on completion of all the processes, the office will inform the applicant through phone call or email or text message or any other applicable means, to collect the license.
12. Meanwhile the applicant can also contact the Office, to know the status of their application.

Eligibility

• Any person or business entity in Canada, that intends to undertake an activity that affects a Species at Risk Act (SARA) prohibited aquatic species, can apply.
• The prohibited aquatic species include fish, shellfish, crustaceans, marine animals and marine plants.

Fees

The fees for this process have to be paid as per the authority’s request.

Explain the time until which the certificate/document is valid.

• In the application form, if a section is not applicable to the applicant’s activity, then the applicant should mentionthat in the tab provided. If the relevant information is in supporting documentation, use the check box provided.
• Complete the application form with absolute legibility and provide appropriate information under respective sections, to avoid rejections and delays in processing.

Need for the Document

• Species at Risk Permit or SARA Permit allows its holders to conduct or perform any activity that would, by any means, cause disturbance or have adverse effects on prohibited aquatic species, classified under the Species at Risk Act (SARA).

Information which might help

• The Minister of Fisheries and Oceans may authorize an activity that would otherwise be prohibited under SARA if the activity involves scientific research relating to the conservation of the species and being conducted by qualified persons.
• Activities that incidentally affect the species and benefiting the species or required to enhance the species’ chance of survival in the wild are also encouraged by the Ministry.
