Preliminary processes
Before starting to apply for Cultivation Permits or License (CUP), the applicant has to accomplish some processes which can be found below

  1. Firstly, the applicant has to study the relevant Federal, Provincial, Territorial, Municipal and Indigenous Government legislation. The applicant is advised to study these because, after obtaining the license, they should comply with these conditions and regulations.
  2. Relevant information can be found in the following Knowledge areas
  3. In the second place, the applicant has to determine which subclass of Cultivation license they will require in order to perform their desired Cultivation type using Cannabis.

Furthermore, at the time of application, the applicant should have completed setting up the location as required for the cultivation process, satisfying all the requirements stipulated in the legislation. Guidelines documents for this can be found in the “External links” section of this page.


Apply online

  1. To apply for Cultivation Permits or License (CUP) online, the applicant has to visit the following Apply online
  2. Visit the link and click the “English” button to continue in English or “Francais” button to continue in French. There will be two options for creating an account in the Cannabis Tracking and Licensing System (CTLS).
  3. The applicant has to select an option through which they wish to create CTLS account. They have to click “Continue to GCKey” button to access the GC Key homepage if they wish to continue with GC Key account.
  4. If the applicant already has a GC Key account, they should enter the user details in respective fields and click “Sign In” button to login and create an application.
  5. If the applicant is new to the system, they have to click the “Sign Up” button on the right side of the page to create a new account. In the next page, the applicant should click “I accept” button.
  6. Create a username, password and recovery questions for the account in the further steps by clicking the “Continue” button.
  7. On the other side, they have to click “Continue to Sign-In Partner” button if they wish to create the CTLS account using their online banking information. List of Sign-In partners will be displayed in the next page.
  8. The applicant has to select one in which they have registered for Online Banking. In the page that opens, enter the user credentials in the respective fields and click applicable button to login.
  9. The applicant will be redirected to the Cannabis Tracking and Licensing System Account in the next step.
  10. In the page that opens, the user should click the “Yes” radio button, enter the details required in the respective fields and click “Continue” button, if they already have a CTLS account.
  11. Otherwise, click “No” radio button and click “Continue” button, to access the new account registration page. Complete the registration form with details required in respective fields and click “Register” button.
  12. By doing so, the registration request will be submitted to the CTLS and the applicant will have to wait for at least 2 days for processing of their request. Once the process is over, the office will send the access code through email.
  13. After receiving the code, the user should log in to the CTLS by following the instructions mentioned before and they will see the “Terms and Conditions” page. The user should read that once and click “I accept” checkbox.
  14. Then, enter the access code in the field provided and click “Redeem”button. CTLS Home Page/Primary Screen will be opened.
  15. If the user wishes to access their account ID, they can click the ‘User account’ icon on the top right corner and click the “Account” option. User’s account information will be opened from which the applicant can access it by printing the page or copying the ID.
  16. Applicants that are partnerships, cooperatives, and corporations (basically any applicant that is not an individual/sole proprietor) also need to create a corporate profile in CTLS. On the left side column, “Corporate Profiles” option will be present.
  17. Click on it and follow the on screen instructions to create a Corporate Profile. Provide the required information and complete the profile creation.
  18. To create a license application, the applicant has to click on the “Licensing” option and the screen will display the licensing form.
  19. Complete the licensing form with required details under respective fields and sections.
  20. Once the applicant has included all of the requirements in the application within the CTLS and is ready to submit the application, the applicant, through their responsible person, must electronically attest within their CTLS application.
  21. Then, the applicant will have to submit a site evidence package through electronic file transfer submission or USB storage device submission. Information regarding this can be found in the “Instructions” section of this page.
  22. The applicant should pay the required fees right after submitting the application. Fees details can be found in “Fees” section of this page and the applicant can contact the office to enquire about the modes of payment.
  23. Upon submission of application in the CTLS and successful payment, there are a series of steps Health Canada undertakes to review and issue the licence. During the processing, the Minister may demand any additional information related to the submitted information.
  24. On completion of initial screening, Health Canada will conduct an in-depth review of the application as well as extensive security checks on all the people who require security clearances.
  25. Depending on the licence type sought, some of the associated individuals will also be required to apply to Health Canada for a security clearance. The Pre-licensing and approval process will take place.
  26. After reviewing all the information including results and observations from a pre-licence inspection, an initial Cultivation license accompanied with an issuance letter is sent to the responsible person’s email address.
  27. Meanwhile, the applicant can also check the CTLS for knowing the status of the application.

InstructionsEdit

  • To send the site evidence package through electronic file transfer submission, the office will send an email to the responsible person which will contain a unique and secure link provided by ‘LiquidFiles’ in which to upload the site evidence package directly.
  • Applicants must compress or zip all files into a single file for uploading. This is the preferred method of submission as it reduces transit delays. To know how to use ‘LiquidFiles’, email [email protected] the subject line "LiquidFiles Submission Question for APP *".
  • To send the site evidence package through USB storage device submission, the site evidence package can be saved to a USB device and this device can be sent to the following address: Licensing and Medical Access Directorate, Health Canada, Address Locator: 0301F, Ottawa ON K1A 0K9.
  • If the applicant is using a courier service, they should provide the Licensing and Medical Access Directorate with the tracking number for the package.The tracking number should be sent in an email to [email protected] with the APP number (APP-XXXXXXXXXX-20XX) provided by the CTLS listed in the subject line of the email.

Need for the DocumentEdit

Cultivation Permit or License from Health Canada authorizes the license holders to carry out cultivation on cannabis legally on their farms or cultivation premises.

  • During screening, the application, attached documents and, if required, the submitted site evidence package are assessed for completeness, legibility and ability to be further assessed.For Processing, Cultivation, and Sale for Medical Purposes Licence applications there is a nonbinding 30 business day service standard for completion of screening of the application by Health Canada.
  • Please note that application screening cannot take place until Health Canada receives the site evidence package (not applicable for sale for medical purposes without possession licences). The 30 day service standard will commence following payment of the applicable cost recovery fee for application screening and upon receipt of the complete application submission.
