Procedure

Apply In Person

1. The application to renew a Flight Dispatcher or Flight Operations Officer License shall be submitted to the Civil Aviation Authority of Botswana (CAAB) head office, not later than fourteen (14) working days prior to the date of expiry of the current license. CAAB Contact Details.
2. The application shall be made in writing in such a manner as prescribed by the CAAB office and shall be accompanied by all the supporting documentation as mentioned under the “Required Documents” section of this page and submitted to the CAAB head office, Personal Licensing unit for consideration. Any omission of the required information or documents will render the application process incomplete.
3. Upon receipt of the application, the Personal Licensing officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified.
4. If the Personal Licensing officer is satisfied that all the requirements have been met for the application for the license, the application is registered for processing and consideration.
5. Applicants will be required to pay prescribed license fees of BWP 550.00, as per the CAAB Fees Schedule, (refer to the “Fees” section of this page), which is payable either in cash at the CAAB cashier counter/accounts office or by cheque in favour of the CAAB.
6. The applicant is issued with a payment slip and an acknowledgment slip as proof of submission of the application and for inquiry referencing if the need arises.
7. After successful processing of the submitted documents, when all regulatory requirements for approval of the license are satisfactorily met, the CAAB Personal Licensing officer shall prepare the renewed license that shall be valid for five (5) years from the date of issue, which indicate the approval scope and limitations.
8. Notice of the decision (Approval, Deferral, or Rejection) for the application will be communicated to the applicant by phone or mail after fourteen (14) working days of submitting the application.
9. Proceed to the CAAB personal registration and license office and present the acknowledgment letter and identity document and proof of payment of the license fee to be validated by the licensing office, applicant will be required to surrender their expired license before being issued with the renewed license.

• 2 Recent passport-size photographs.
• A letter from an airline to show that the applicant has been working for has performed his duties in the six months preceding the date of application for renewal exercising the privileges of the license.
• Proof of payment of the renewal license fee.
• Any other additional documents requested for be the CAAB Personal Licensing Office.

Eligibility

• The applicant should be in possession of a valid/expired dispatcher or flight operation officer license.
• The applicant should show that he has satisfactorily met the professional competence requirements required by the Civil Aviation Regulatory.
• The applicant should present a certified record by an Air Operator certificated by the Authority to substantiate the required experience.
• An applicant has passed all Knowledge Tests/Examinations Passed and skills tests (as per Civil Aviation Personnel Licensing requirements).

• The dispatcher or flight operation officer license fee is BWP 550.00.

Validity

• The validity of the dispatcher or flight operation officer license shall be valid for five (5) years from the date of issue; unless suspended, revoked, or cancelled by the authority.
• The application to renew the license shall be submitted to the CAAB office, PEL unit for consideration not later than fourteen (14) working days prior to the date of expiry of the current license.

Need for the Document

• To be able to operate as a flight dispatcher(also known as an airline dispatcher, flight follower, or flight operations officer), a person needs to hold a valid flight dispatcher or flight operation license issued by the CAAB to be able to carry out the following duties:
  • Assists in planning flight paths, taking into account aircraft performance and loading, en-route winds, thunderstorm and turbulence forecasts, airspace restrictions, and airport conditions.
  • Dispatchers also provide a flight following service and advise pilots if conditions change.
  • Dispatchers usually work in the operations center of the airline.
  • They also examine the mechanics' reports to make certain that the required maintenance has been completed.
