- The application for a License or Permit to Carry Explosives in Bulk shall be made to the Inspectorate Division at the Department of Mines office, which is under the Ministry of Mineral Resources, Green Technology, and Energy Security. Ministry Contact details.
- Applicants will be required to submit the application letter address to the Chief Inspector of explosive with the attachment at any of the Department of Mines offices for processing and consideration which is within 5 working days.
- If the application is submitted on your behalf by a consultant, the applicant should include a letter naming the consultant as their representative. The applicant should include their postal address, telephone, and fax numbers.
- Upon receipt of the application file, the Inspector/assistance inspector of Explosives will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the file.
- Applicants will be issued with an acknowledgment letter as proof of submission of the application.
- The inspector/assistant inspector of the explosive will only issue the permit, if he has personally inspected the vehicle, or caused it to be inspected, and has satisfied himself that it is in a serviceable condition as per Explosives Act Cap 24:02.
- If approved the license /permit will be drawn up as directed by the Chief Inspector of Explosives, signed and stamped, and made available to be issued to the applicant.
- The applicant will be required to produce a proof of identity document and acknowledgment letter and pay the license fee while collecting the License or Permit to carry explosives in bulk.
- The Chief Inspector of Explosives shall notify the Officer-in-Charge of the Central Explosives Registry of all permits issued by him.

(a) Nitroglycerine, dynamite, guncotton, blasting powders, fulminate of mercury or other metals, colored fires, and every other substance or mixture which is used or manufactured to produce a practical effort of explosion or a pyrotechnic effect;
(b) Any fuse, rocket, detonator, cartridge, and every adaptation or preparation of any explosive as herein defined;
