  1. The application for a hazardous waste carrier license shall be made out to the Director at the Department of Waste Management and Pollution Control office. Ministry of Environment, Natural Resources Conservation and Tourism (MENT) Office Location & Contact Details
  2. Interested Applicants should complete the Waste Carrier Licence Application Form, which is available at the Department of Waste Management and Pollution Control Offices countrywide or directly downloads it using this link-Waste Carrier Licence Application Form
  3. Submit the completed application form along with the supporting documentation as listed under the “Required Documents” section of this page, to the Department of Waste Management and Pollution Control office for consideration.
  4. The application shall also be accompanied by a license fee of BWP 110.00 (charged per vehicle, which is payable as per the department preferable mode of payment.
  5. Upon receipt of the application, the receiving officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified.
  6. Applicants are issued with an acknowledgment letter/payment receipt as proof of submission of the application file and for inquiry referencing if the need arises.
  7. The Director's office may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the application shall be rejected.
  8. A department inspection unit shall arrange with the applicant on when the inspection on the carrier vehicles is to take place and about the inspection checklist. Inspections are done on Mondays & Thursdays between 07:30-12:15 hrs.
  9. On the date of inspection, licensing officer inspects the vehicle/waste carrier according to the inspection checklist.
  10. During the Inspection of the vehicle, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before a license/permit is issued.
  11. If the vehicle does not meet the licensing requirements, automatically it fails the inspection hence the applicant is liable to arrange for another inspection.
  12. Upon successful implementation of any discrepancies noted during the inspection, he will have to schedule another inspection visit with the department. Re-inspection follows the same procedure as the first inspection.
  13. After the document evaluation and inspection phases have been completed satisfactorily, the Director shall prepare the license that shall be valid for a period not exceeding two (2) years, which indicates the approval scope and limitations.
  14. A notice of the decision (Approval, Deferral, or Rejection) for the application will be communicated to the applicant in writing, within five (5) working days after the vehicle has passed inspection.
  15. Where the Director is not satisfied that the application meets the requirements for the application, he shall reject the application and notify the applicant thereof in writing, stating the reasons for the rejection.
  16. Will collect the license the applicant will be required to produce their identification document, approval letter, and proof of payment of the license fee.


Appeal to the Minister

Any waste carrier aggrieved by the refusal of the Director to register him may, within 28 days from the date of such refusal, appeal against the refusal to the Minister.

  • Safety, Health & Environment (certified copy) OR
  • Occupational Health & Safety (certified copy)
  • Accident response plan – Detailing procedures to be followed in case of an accident or emergency occurrence during transportation.
  • Authorization from the final disposer (e.g. council’s authorization for disposal by incineration at the landfill).
  • Any other additional document information, as may be requested by the Authority.

ValidityEdit

The waste carrier license shall be valid for a period not exceeding two (2) years unless suspended, revoked, or cancelled by the Issuing Authority.
