Apply In Person

  1. The application for a Telecommunication license, either as a Network Facilities Provider (NFP) or, Service &, Application Provider (SAP) shall be made to the Botswana Communications Regulatory Authority (BOCRA), whose mandate is to license and regulate all communications systems and services in the country.   2. Applicants are required to collect and complete the appropriate application form, which is available at the BOCRA offices or download it via the BOCRA website BOCRA Application Forms
  3. Applicants are required to enclose, five (5) copies of their application; i.e. certified copies of the relevant supporting documents and accompanied by a comprehensive business plan as explained below under the “Required Documents” section of this page, in addition to the duly completed application forms in all respect, in a manila envelope addressed to the Executive Chairman, Botswana Telecommunications Authority, and should be submitted to the BOCRA head office either in person or via post. Any omission of these documents will render the application process incomplete.
  4. Upon submission, the application is checked for completeness and correctness by the receiving officer, if everything is in order the applicant will be required to pay a prescribed application fee (Non-refundable) as mentioned under the “Fees” section of this page. Which is payable either cash at the BOCRA office, by depositing it into the BOCRA account, or can be received through the Point of Sale (POS) machine (swiping machine) at the BOCRA offices. Alternatively, you can pay by cheque written in favour of the BOCRA.
  5. The application will only be registered to be processed when payment of the application fee has been made, the applicant will be issued with an acknowledgment slip that proves submission of the application file and for inquiry referencing if the need arises.
  6. The application will be processed as per the information and documentation provided, that is why applicants are advised to provide sufficient information to enable the BORCA licensing board to evaluate the business/company and make its decision.
  7. The BOCRA licensing board may request additional information relevant to the application for the purpose of ascertaining compliance by the applicant with all applicable laws and regulations. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the BOCRA licensing board shall reject the application.
  8. After processing, a notice of the decision (Approval, Deferral, or Rejection) for the application will be communicated to the client in writing.
  9. The BOCRA licensing board evaluates and processes the commercial Telecommunication licenses application on a first-come-first-served basis and the turn-around time is eight (8) weeks.
  10. The Licence will be granted if BOCRA licensing board, is satisfied with the applicant’s ability to deliver on its proposed business plan.
  11. If approved, the licensing board will direct the registrar to register the applicant with the BOCRA and draw up the certificate of registration of the category of the commercial telecommunication license applied for and made available for withdrawal by the applicant at the BOCRA dispatch office, against the applicant identification document, acknowledgment receipt, approval letter and upon payment of prescribed annual license fee as listed on the BORCA Fees structure.

  • A Comprehensive Business Plan covering at a minimum the following:
  • Company information on shareholders, directors, place of domicile, certificate of incorporation.
  • Type of network to be built and roll-out plan.
  • Network diagrams and explanations · indications of resources required from the BOCRA which may include amongst others telephone number blocks, spectrum
  • Minimum of 5 years financial projections cash flow and income statement
  • Target customers.
  • Products and services and associated prices
  • Value Proposition
  • Details of Management Team (CVs) showing technical and business management capability.
  • Financial capability is supported by proof of funding from a financial institution.
  • A performance bond may be required.
  • Indication of resources that may be required from BOCRA

All copies of documents submitted to the Authority are to be certified by a Commissioner of Oaths.

EligibilityEdit

Applicants should meet the following requirement to be eligible to apply,

  • The entity should be registered in Botswana as a company, sole proprietor, or partnership.
  • Have a duly registered office and permanent premises in Botswana.

Notes:

  • The Network License Fee and Service License Fees will increase annually by a Consumer Price Index (CPI) factor determined by BOCRA.
  • The application fee is per application instance and it is not refundable.



ValidityEdit

  • The Commercial Telecommunication License is valid for 15 years from the date of issue and shall remain valid for that period specified unless suspended, cancelled, or revoked by the authority.
  • Upon expiring the license is subjected to renewal.

Processing TimeEdit

  • Successful applicants will be awarded their license within 8 weeks of application submission, provided that the applicants have submitted all the necessary information requested by the Authority for evaluation purposes.
