Apply In Person

  1. The application for a Premises License for Handling Pesticides shall be made to the Division of Plant Protection and Agricultural District Offices, which is under the Department of Crop Production, Ministry of Agricultural Development, and Food Security.District Crop Production Office
  2. Applicants are required to collect and complete the Application form for a License to sell, import, distribute, manufacture, or commercially use an Agrochemical which is available at ay of the Division of Plant Protection and Agricultural District Office countrywide or directly download the relevant form using these links Application for a License to Commercially use an Agrochemical-Form 8 , Application for a License to Manufacture an Agrochemical-Form 6
  3. The duly completed relevant application form attached to the supporting documents as mentioned under the “Required Documents” section of this page, should be submitted to the Division of Plant Protection Office (DPPO) in Sebele or the nearest District Crop Production Office (DCPO), which will then forward the application to the office in Sebele, as all Agrochemical Licences are processed at the DPPO office in Sebele.
  4. Upon submission, the application is checked for completeness and correctness by the receiving officer, if everything is in order the applicant will be required to pay the prescribed fee.
  5. The application will only be registered to be processed when payment of the application fee has been made, the applicant will be issued with an acknowledgment slip that proves submission of the application file and for inquiry referencing if the need arises.
  6. The DPPO shall coordinate with the DCPO, who shall then dispatch an inspector to the facility premises for an inspection to determine if, Good Manufacturing Practice (GMP), Good Distribution Practice (GDP), and Good Storage Practice (GSP) during Manufacturing, storage, and dispatch of the product, and that quality control, and quality assurance of the products, is practiced.
  7. The DCPO office shall contact the applicant and make arrangements for the inspection, on the inspection date the applicant or an authorized senior person should be present.
  8. The during the inspection of the premises the inspector shall ascertain the following, whether;
  9. The premise has sufficient space for the placement of equipment and storage of materials which is necessary for the health of workers and operators;
  10. The premise has separate areas, either by partition, location, or other effective means, for those operations which do not require workers to be exposed to pest control products.
  11. Every person who owns operates, or is in charge of premises used for the manufacturing, formulating, and packaging of pest control products shall ensure that during the operations-
  12. The persons working in the premises wear adequate protective clothing;
  13. The premises are well supplied with first-aid facilities to the satisfaction of the Board to cater for accidental poisoning
  14. The general health of the persons working on the premises is adequately catered for; and
  15. The quality of the products is within the prescribed limits.
  16. The premises in which the manufacturing, formulating, and packaging of a pest control product is undertaken shall have adequate knowledge of chemistry, toxicology, efficacy, and general use on the product being dealt with to the satisfaction of the Board;
  17. Pest control product stores and other dispensing premises shall have adequate knowledge of chemistry, toxicology, efficacy, and general use of the products within the premises.
  18. A copy of the report finding will be given to the applicant and if any modification or upgrading is required, the Corrective Action and Preventive Action Report (CAPA) report will be issued and the applicant will be required to rectify the problem.
  19. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
  20. Where the Division of Plant Protection Office (DPPO) is satisfied that all the conditions are met as required for the application, it shall direct the registrar to register the applicant and the license will be drawn up, signed, and certified by a senior/authorized officer and forwarded to the DCPO office, where the application was file to be issued to the client against the applicant identification document and payment/ acknowledgment receipt.

  • ​Must be aged 18 years and above.
  • Applicant must have an Agrochemical Course Certificate.
  • Must have a Trading License.
