Procedure

Apply In-Person

1. The application to obtain a permit to possess permit shall be made to the Department of Mine Office. Ministry of Mineral Resources, Green Technology, and Energy Security Office Location & Contact Detail
2. Interested applicants are required to collect and complete the Application for Permit Purchase, Acquire and Posses Explosives Form, available at any of the Department of Mine Offices or directly download it using this link- Application for Permit Purchase, Acquire and Posses Explosives Form
3. The completed form attached to the supporting documentation as listed under the “Required Documents” section of this page, should be submitted to the nearest Department of Mine Office for consideration and processing by the Director.
4. Upon receipt of the application, the receiving officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified.
5. No fee is associated with the services.
6. Applicants are issued with an acknowledgment letter/receipt as the proof of submission of the application file and for inquiry referencing if the need arises.
7. The Director's office may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the application shall be rejected.
8. After the document evaluation phase has been completed satisfactorily, the Director shall prepare the license/permit, where he is satisfied that the applicant has;
   • Arrange storage facility in accordance with the requirement of Explosives Act Cap 24:02.
   • Arrange transportation of explosives according to  Explosives Act Cap 24:02.
9. The license/permit shall be made available to be collected by the applicant within five (5) working days from the date of submission of the application and it shall mention the validity period and also indicates the approval scope and limitations.
10. While collecting the license/permit, the applicant will be required to produce their identity document and the acknowledgment slip.

Required Documents

• Duly Completed - Application for Permit Purchase, Acquire and Posses Explosives Form
• Copies of company certificate of incorporation and trading licenses including director's declaration forms.
• A letter of appointment is required for the responsible person who should be a blasting license holder.
• Submit a letter of engagement from the client where the explosives will be used.
• Valid applicable identification document.
• Any other additional document information, as may be requested by the Authority.

Citizens and Non-Citizens eighteen (18) years and above are eligible to apply.

No fee is associate with the service.

Validity

The permit validity period shall be mentioned on the document and shall remain valid for that specified time unless suspended, revoked, or cancelled by the Authority.

• Name and qualifications of the person who will conduct the blasting operations

Need for the Document

No person or business shall possess any cracker and explosive in Botswana unless he is in possession of a license/permit issued by the Authority.
