Procedure

Apply In-Person

1. All applications for Change School Registration Particulars such as ownership are to be made to the Regional Education Centers within the school jurisdiction. Regional Education Centers Office Location & Contacts Details
2. Collect the Application form for change in the establishment of a private or public school, from the department office or Regional/local Education office, or use these links to download the applicable application form Government Schools Application for Change in the Establishment of a School Form 3 OR Private Schools Application for Change in the Establishment of a School Form 4
3. The completed forms together with the registration certificate and any supporting documents (mentioned below) should be submitted in quadruplicate, to the Local Education Office (L.E.A). The L.E.A officer will then complete/fill, sign and stamp the L.E.A section on the forms, one copy will then be retained by the applicant, and the L.E.A office will then retain one copy and send two copies to the Ministry of Basic Education office for evaluation, processing, and consideration by the permanent secretary.
4. The local education authority shall forward its recommendation/views in regards to the application to the Permanent Secretary, which is then sent to Attorney Generals Chambers to request a Notice Draft.
5. Notice Draft from AG Chambers is signed by Permanent Secretary, Basic Education and sent back to AG Chambers.
6. The Permanent Secretary shall then cause notice of such application to be published in the Gazette, and shall in such notice call upon any person or body of persons who may wish to object to the application to lodge in writing with him and with the applicant, a statement as to the grounds of the objection, within six weeks of the publication of the notice.
7. After considering any objection made, the Permanent Secretary shall amend the registration details of the school in respect of which application is made
8. The school modified registration particulars will be registered by the Ministry Registrar, and the modified registration certificate will be signed and stamped by the Permanent Secretary/minister and made available for withdrawal by the applicant against his/her identification document and the acknowledgment receipt/applicant retain application form at the Local Education Authority office.

Appeals to Minister

1. Any person aggrieved by a decision of the Permanent Secretary not to register any change in the establishment of a school may file an appeal to the Minister of Basic Education.
2. The Minister may confirm or vary such a decision. Any decision of the Minister shall be final and shall not be questioned in any court.

Required Information

• Owner/operator of the school details
• Name and address of the school
• Contact details (telephone, email address, fax, postal address)
• School registration certificate number
• State the purpose of change in the school you request to implement
• Declaration by the applicant (signature)

Need for the Document

No changes shall be made in the establishment of any Private or public registered school unless the Ministry of Basic Education is notified and the particulars of the change have been recorded in the register by the Ministry registrar after being approved by the Ministry of basic education, permanent secretary.
