  1. To apply for COVID-19 Financial Relief Programme, interested applicants should visit the eligible funding institution as mentioned below and express their interest to access the COVID-19 Financial Relief Programme. i.e National Development Bank (NDB), Local Enterprise Authority (LEA), Citizen Entrepreneurial Development Agency (CEDA), Botswana Development Corporation (BDC) and, Botswana Tourism Organisation (BTO).CEDA contact details, NDB contact details, LEA contact details
    • For Informal Sector, Funds are to be administered by the Local Enterprise Authority (LEA)
    • For General Industry Sector,
      • For small businesses, funds are to be administered by the Citizen Entrepreneurial Development Agency (CEDA)
      • Medium to Large Businesses, funds are to be administered by the National Development Bank (NDB) and Botswana Development Corporation (BDC) for medium and large businesses respectively.
    • For the Travel and Tourism Sector, the fund is to be administered by the National Development Bank (NDB) on behalf of the Ministry of Environment, Natural Resources Conservation, and Tourism.
    • For Agriculture Sector, Fund is to be administered by the National Development Bank (NBD) on behalf of the Ministry of Agricultural Development and Food Security.
  2. Collect and complete the application form, Business Plan Form, and Checklist form for the required document. Copies of these forms are available at the inquiries desk at any of the funding institution offices across the country or download it via their website if available.
  3. The applicant will be required to submit the certified copies of the relevant supporting documents as mentioned on the checklist, in addition to the duly completed application form in all respect to the applicable application office. Any omission of required documentation will render the Application process incomplete.
  4. Alternative an applicant may prepare a separate business plan which should contain at least all of the information requested in the business plan form and submitted together with a completed loan application form and the supporting documentation.
  5. Upon receipt of the application file, the receptionist/secretary at the front desk will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the application file for assessment and consideration by the department/unit responsible.
  6. Applicants will be issued with an acknowledgment slip/reference number as proof of submission of the application.
  7. The application will be processed as per the information and documentation provided, that is why applicants are advised to provide sufficient information to enable the authorized authority to evaluate the business plan and make its decision.
  8. Funding will only be approved, if the authorized authority if it’s satisfied that the financial aid will be viable, sustainable, and adding value to the economy.
  9. Notice of the decision (Approval, Deferral, or Rejection) for the Loan will be communicated to the client in writing/email/phone.
  10. If the loan is approved, the applicant will be required to visit the specific office, where the application was lodged and produce a proof of identity document and the approval letter to be validated by the authorized official, the applicant/client will then be required to sign a contract with Financial institution and the business plan will form part of the contract.
  11. The Access of the loan by the applicant once approved, is normally subjected to pre-disbursement conditions as the financial institution deems fit, once all these conditions have been fulfilled, the loan can start disbursing in accordance with the implementation schedule agreed with the applicant (borrower).

EligibilityEdit

Eligible sectors are the informal sector, general industry, tourism, and agriculture. The eligibility criteria under each sector and/or business is as follows:

Informal Sector

  • Recipients are to be registered with LEA informal sector/micro-small enterprise database
  • individual citizens only, age of 18 years and above
  • applicants should have an active bank or mobile money account


General Industry Sector

  • Eligible businesses are classified on the basis of the previous year’s turnover as follows;
  • Small business: Up to P10million. Criteria for assessment are as follows;
  • Application assessments will follow CEDA processes and guidelines, but disbursements shall be fast-tracked,
  • Loans are intended to finance operating costs and working capital needs for the short to medium term.
  • Loans applied for shall attract interest charges based on prevailing CEDA interest rates.
  • The loan offer is 10% of the company’s previous annual turnover.
  • Companies must be tax-registered (have TIN).
  • The borrower signs an undertaking not to reduce overall employment levels during the period of the loan.
  • It Covers general industries with the exclusion of Tourism and Agriculture, which have their own special funds.
  • Medium business: Between P10million to P50million and Large business: P50million and above.
  • Open to citizen and non-citizen-owned businesses already in operation.
  • Available to tax-registered entities (have TIN) with financial accounts prepared by a member of BICA.
  • Interest rate is to be set equal to the prevailing bank rate (currently 4.25%) e) Loan duration is 30 months, consisting of a 6-month grace period and the 24-month repayment period.
  • Maximum loan amount of, up to P25million.
  • The loan amount for medium companies will be 10% of the previous financial year’s turnover and capped at an annual turnover of P50million per entity for the NDB.
  • Large companies will have an annual turnover range of P50million+ and the maximum loan cap is P25million per entity for the BDC.
  • The borrower signs an undertaking not to reduce overall employment levels and contribute to domestic production by procuring goods and services locally during the period of the loan.


Travel and Tourism Sector.

  • Open to tax-registered entities (have TIN) in the tourism, cross border travel, and air charter/travel sectors and licensed with the BTO, Ministry of Transport and Communications, and the Civil Aviation Authority Botswana (CAAB) respectively.
  • Loans are unsecured and interest-free.
  • 30-month loan duration with a 6-months grace period and 24- month repayment period.
  • Open to citizen and non-citizen-owned businesses already in operation.


Agriculture Sector.

  • Open to tax registered (have TIN) businesses already in operation.
  • Loans are to be unsecured and interest-free.
  • 30-month loan duration with a 6-months grace period and a 24-month repayment period.
  • Open to citizen and non-citizen-owned businesses.

The Government of Botswana has established a COVID-19 Financial Relief Programme to assist Batswana’s impacted by COVID-19 epidermic. The Government thought varies Government Ministry and the assistance of the following Authorities/Financial Institutions i.e. National Development Bank (NDB), Local Enterprise Authority (LEA), Citizen Entrepreneurial Development Agency (CEDA), Botswana Development Corporation (BDC) and, Botswana Tourism Organisation (BTO).
Registered businesses are given cash-flow relief in the following forms:

  • Guarantee loans by commercial banks to businesses most affected by COVID-19
  • Give eligible businesses affected by COVID-19 access to credit to support ongoing operations in conditions where credit becomes more difficult to obtain
  • Give tax concessions to businesses in eligible sectors.
