Procedure

Apply In Person

1. In the event of any change of circumstances that affects the accuracy of the registered particulars of a motor vehicle or trailer, the owner thereof shall forthwith inform the Director of Transport of such change. 2. Before a change of motor, vehicle engine can be made, the Vehicle owner or any other person authorized in writing will be required to obtain a vehicle inspection clearance report from the police first. This report facilitates a motor vehicle change of engine.
3. Applicants should visit a designated police station/establishment with the vehicle for an inspection and produce proof of owner or authorization documentation as listed below. A list of police establishments that render such services are listed under the “Office Location & Contact Details” of this page.
   • Identification documents
   • Registration book (Bluebook)
   • A purchase invoice or proof of transfer document
   • Copy of Registration Book from the source (for engines transferred from one vehicle to another)
   • Authorization letter from the vehicle owner (where applicable)
4. Upon receipt of the completed request file, it is checked for completeness and correctness by a police officer, if everything is in order the vehicle is inspected and the applicant is issued a certified vehicle inspection clearance report, which is to be submitted to the Department of Road Transport and Safety Offices for processing after engine change is made.
5. The time frame for conducting the vehicle inspection is usually a working day and there is no service fee imposed with the issue of the police vehicle inspection clearance report.
6. Applicant should submit to the local Department of Road Transport and Safety Offices, Vehicle Registration and Licensing section; the registration book and all the supporting documentation as listed under the “Required Documents” section of this page, in order that the vehicle registration booklet may be amended or cancelled and issued a new one, and the applicant shall supply the licensing officer with any further information that may be required.
7. After the successful documentation evaluation phase, the licensing officer shall amend the registration booklet or issue a new one and furnish the Director with details of the contents of every amended registration book and the Director shall enter those details in his records.
8. After the lapse of the processing period, applicants should visit the Department of Road Transport and Safety office, where the application was filed to check the outcome.
9. While collecting the amended/ new vehicle registration booklet, the applicant will be required to produce his/her identification document to be validated by the licensing officer.
