Apply In Person

  1. A person that desires to provide Air Navigation Service in Botswana, shall apply for an Air Navigation Service Provider Certificate (ANSP) with the Civil Aviation Authority of Botswana (CAAB) who’s mandated to license all air services in the country. In executing this and its other responsibilities, CAAB is guided by the provisions of the relevant statutes, including the Civil Aviation Act, 2008 and the Civil Aviation (Licensing of Air Services) Regulations, 2013.
  2. The application shall be made in writing using a prescribed Application for an Air Service Licence or Permit (003) form, obtainable at the CAAB offices or download it via the CAAB website CAAB Air Transport Service Forms or directly download the form via this Application for an Air Service Licence or Permit (003) form
  3. Upon obtaining the application form, the applicant should legibly complete the form, attach all the supporting documentation as listed under the “Required Documents” section of this page and submit the complete application file to the CAAB head office, Air Transport Department office for consideration at least one hundred and eighty days before the commencement of operations. Any omission of the required documents or information will render the application process incomplete.
  4. The application shall also be accompanied by a prescribed application fee as mentioned on the CAAB Fees Schedule and all payments should be deposited to the CAAB Bank Account. Please refer to the “Fees” section below for more information.
  5. Upon receipt of the application, a department officer will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified.
  6. If everything is in order, the application is registered to be forwarded for assessment, processing, and consideration.
  7. Applicants will be issued with a CAAB payment receipt/ an acknowledgment letter, which serves as proof of submission of the application and for inquiry referencing if the need arises.
  8. In processing the documentation received the applicant shall be subjected to the five-phase certification process that entails/involves:-
    • Pre-application phase
    • The Formal Application Phase
    • The Document Evaluation Phase
    • Operational demonstration and inspection phase
    • The Certification Phase
  9. The Authority shall, before issuing an ANSP certificate, be satisfied that:—
    • The personnel of the applicant are adequate in number and have the necessary competency to provide the service.
    • The Manual of Air Service Operations (MANSOPs) prepared by the applicant and submitted with the application contains all the relevant information.
    • The facilities, services, and equipment of the applicant are established in accordance with these Regulations.
    • The operating procedures make satisfactory provisions for the safety of aircraft
    • An acceptable safety management system is in place.
    • An approved quality management system is in place.
    • The applicant has an acceptable ANSP security procedure manual.
    • The applicant has the financial capability to provide the service.
    • The applicant has an insurance policy in force in relation to the services provided.
  10. When all regulatory requirements for approval of the license are satisfactorily met, the Authority shall prepare and issue to the applicant the Air Service License that shall be valid for a period of twelve calendar months (12 months) which indicates the approval scope and limitations.
  11. The Authority may refuse to issue an ANSP certificate to an applicant if it finds that the applicant does not comply or meet the requirements of the Civil Aviation Act and the Civil Aviation (Licensing of Air Services) Regulations.

ValidityEdit

  • The validity of the Air Navigation Service provider Certificate shall be for a period not exceeding one (01) year from the date of issue unless suspended, revoked, or canceled by the Authority.
  • The Air Service Provider certificate should be renewed at least sixty (60) days before the expiration of the current certificate.
