- Any premise that is to be used as an Abattoir or Related Premises i.e. (cutting premises, a cold store, a farmed game handling facility, wild game handling facility, farmed game meat plant, or wild game meat plant) unless the abattoir or premise is registered and licensed by the Director of Veterinary Services. - An application to build an abattoir/meat premises can only be submitted to the Department of Veterinary Services (DVS) office after obtaining Project Brief and scoping approval letter from the Department of Environmental Affairs (DEA) and/or Environmental Impact Assessment report if required by DEA; therefore the applicant should Contact Department of Environmental Affairs (DEA) to complete and submit the preliminary assessment questionnaire.
- The application for the Abattoir Licence shall be made in writing using the Application for Licence of a Poultry Abattoir Form or Related Premises Form, obtainable at any of the Local departments of Veterinary Services (DVS) offices. Copies of these forms are not available online at the moment.
- Upon obtaining the application form, the applicant should legibly complete the form in duplicate, attach all the supporting documentation as listed under the “Required Documents” section of this page and submit one file of the complete application file to the Local DVS office where the plot allocated for the abattoir or premises is located for consideration. Any omission of the required documents or information will render the application process incomplete.
- Upon receipt of the application, the DVS office will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified.
- The applicant will be contacted by a DVS official at the sub-district/district and make arrangements for a plot suitability assessment and issue to the applicant a site suitability report upon satisfaction that the plot is suitable for the construction of the abattoir.
- The site suitability report attached to the other complete application file should be submitted to the Director of Veterinary Services office either via post or in person for approval of the plans.
- Once the abattoir/ premises plans have been approved by the Director of Veterinary Services, the plans are submitted to District Physical Planning Unit/Office for final approval.
- Once a decision is made by the Director, the applicant will be updated in writing and the plans are made available for withdrawal by the applicant.
- Construction of the abattoir may only commence once written approval of plans had been received from the Director of Veterinary Services; and once all relevant permits and clearances relating to the infrastructure of the project have been obtained from relevant authorities e.g. Environmental Impact Authorization/clearance obtained from Department of Environmental Affairs, Archaeological clearance from Department of National Museum and Monuments; and other licenses/permit from other Relevant Authority if applicable e.g. Physical Planning Unit.
- Upon completion of the construction, the applicant should contact the local Department of Veterinary Services (DVS) office immediately and furnish the Authority with all requested documents and information, the DVS office shall respond by arranging a follow-up inspection with the applicant to ascertain that the abattoir was constructed as per the approved plans.
- During the Inspection visit, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before a license is issued.
- While collecting the license applicants will be abattoir license applicants will be required to produce their identity document an approval letter to be validated by the DVS licensing officer.

- A certified copy of a valid National Identity Card (Omang) for citizens.
- A certified copy of a valid company's registration certificate.
- Proof of ownership of the site and land use.
- Land Boards Documents: Land board allocation lease or certificate and sketch plan
- Location map showing the plot location and location neighboring plots and their land use
- Project Brief and scoping approval letter from DEA
- A letter of no objection from the Department of Waste Management and Pollution Control wherein the method of disposal of abattoir effluent is addressed.
- Site/location plan and should outline the following;
- Position and directions of boundaries of the meat premises
- Position of roads, gates, and access roads to and on the site, parking areas
- Detail, position, and design of stormwater and sewerage effluent drainage
- Parking sites
- Drinking water source/supply, storage, heating, treatment, and distribution to areas of use
- Meat premises plan and should outline the following clearly;
- Floor plan for each level of the meat premises
- Location of walls, doors, windows, partitions, hatchways
- Different doors for different flows, first for raw materials and staff, and secondly for the finished product and waste and no crisscrossing issues between raw materials/finished products/waste/staff
- The Separation of dirty and clean areas should be respected
- The Separation of hot and cold are should be respected.
- Lair ages including capacities of pens, water troughs, drainage,
- Ablutions and other offices of the meat premises,
- Location and position of workstations and equipment
- Flow chart of flows (staff, products, raw materials, waste)
- Route for the removal of the inedible and condemned product,
- Each room and its purpose/function should be indicated

ValidityEdit
- The validity of the Abattoir License shall be for a period not exceeding one (01) year from the date of issue unless suspended, revoked, or canceled by the Authority.
- The license should be renewed thirty (30) days before the expiration of the current license.
