Bihar - Pay Property Tax

- Owners of properties in the state are responsible for paying property tax to the Municipal Corporation which is regulated by the Urban Development and Housing Department of Bihar
- Property tax are assessed annually. Tax of any fiscal year is due from April 1.
- Property tax can be paid both Online as well as offline method
- Payment can be made either Online i.e. via Net Banking, Credit card, Debit card, etc. or Offline i.e. via Cash, DD or Cheque
- Tax can be paid at Punjab National Bank, State Bank of India too

- Annual rental value (ARV) is calculated as per following formula:
- ARV = Carpet area X rental value X occupancy factor X multiplying factor
Apply Online:
- In order to pay property tax through the online portal in Bihar for the respective district, please use this link: Online portal
- Click on “Self Assessment and Payment of Property tax” block which is under the Tax and Revenue option.
- The citizen login screen will pop up, please select you municipality from drop down menu and fill in the other prompted detail. Finally hit “Submit” (New user can use the “register me” option to register)
- The resulting screen provides terms and condition details. Please check the box appropriate and hit “Click here to file self-assessment application” (User shall use the following screen to Alter details of property and contact information if required.)
- As the screen prompts user to fill in required details for the property, fill in all the details and please hit the applicable option to go forward for making payment
- In the given page, details of payment will be displayed. User can mention the amount that he willing to pay.
- Please select the payment option (online / offline / pay at ULB counter)
- After selecting the online process option hit the respective tab to proceed for the payment page.
- Make payment using appropriate applicable option through payment gateway (Debit / credit / Net Banking). Please fill in the required details and follow the screen prompt for your requirement and hit respective button to pay your tax
- After making payment online, the receipt will be generated for future reference and that can be taken printout. The same would be received in your e-mail / mobile
Apply In Person
- Please go to your area municipal / ward office and submit the documents, property number and other property details to the respective authority and obtain the property tax amount. One can do the same at the time of paying at the office too. Knowing this information prior will be helpful in knowing the amount in advance.
- Submit the property tax challan / property id in the respective counters.
- Authorities will verify the details and announce the payment. Please pay the amount to complete the process.
- Payment can be made in Cash / DD / PO / Cheque
- User will be provided a receipt for the payment received and keep it safe for future reference.
- User shall pay at the bank as approved by government (Bank decided by Corporation/Council/Panchayat) using the challan.
Apply through CSC
- To Pay Property Tax, the applicant has to approach the nearest CSC centre – link
- NOTE: The applicant has to select a state, district, and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centers.
- The applicant has to visit the center and submit the tax pay invoice to the operator.
- The officer will check the details on the computer.
- If required, the applicant has to submit necessary documents the which is mentioned in the “Required Documents” section of this page.
- Followed by the applicant can pay the amount to the officer by cash or online transaction.
- Once the payment process for the property tax is completed, the applicant will get a successful payment receipt from the officer.
- The processing time for this procedure is complete within a day.
Apply through Paytm
- To Pay Property Tax, the applicant has to download the app from the following link – link
- The applicant has to click the “Municipality payment”.
- The applicant has to select the respective corporation from the list.
- The applicant has to enter the property ID and other minor details and then click the “Get Tax Amount” button.
- Now the amount will be displayed in the screen and click the “Proceed to pay” button.
- The applicant has to select the payment method.
- Enter the payment details and click the “Pay” button.
- The applicant can check the payment summary after the payment gets successful.
- The processing time for this procedure is complete within few minutes.

- The property tax amount is calculated based on the residential area. So, it varies from one property type to other.

- Basement area
- The rate prevalent in the street where the property is located
- Usage of the building (residential or non-residential access)
- Type of occupancy (owner or tenant)
- The total span of the building’s existence.

The property tax paid is valid for one year. Every year, you should renew it. (In certain place the tax will be collected for six months too)

- Land owners / Property owners are subjected to pay certain amount to the concerned local government or to the municipal corporation of the concerned area are called as property tax.
- Property tax or 'house tax' is a local tax imposed on owners of an apartment, land and building by the Government. The governing authority of the jurisdiction levies the tax to the owner in which the property is located.
- Property tax clearance is required for most of other service like Water, Sanitary, Electricity connection etc.
- Owners of residential properties are liable to pay property tax to respective department on a specified period of time and has to be paid regularly (period can be 6 months or one year in respect to the state).
- Tax Exemption is applicable for selected citizens / organizations (Educational Institutions, Charitable institutions, Ex-serviceman / In-service man, retired pensioners association, NGO Homes/Teachers Association Buildings) as applicable.

- All residential and commercial (non-residential) properties are assessed for tax.
- The information about all the new constructions, existing construction and improvements to the property must be provided to the respective Department of the state to make necessary changes to tax assessment.
- Note: There will be strict action against the defaulters. It is advisable to pay the tax on time to avoid such situations.
