Procedure

Apply in person

1. To Change Address in vehicle registration certificate in Bihar the applicant has to approach the RTO office where the permit was obtained. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices.
   
2. Complete the application form33 - Link to download Form 33
   
3. Make sure that all the required documents are in hand.
   
4. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
   
5. Please submit the forms at the right counter. The officer at the counter will start processing your application
   
6. Physical verification of vehicle for chassis number will be carried. After verifying the submitted documents, officials will make the changes respectively.
   
7. The change of address will be made on the RC.
   
   

Apply Online:

1. To change address for vehicles, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. It is advised to take the documents in original to the kiosk for scanning purposes.
4. The operator will process the application online.
5. On successful submission, the applicant will receive an application number as acknowledgement.
6. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
7. If approved, the license will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

Need for the Document

• Any change in the address of the vehicle owner has to be intimated and obtain a copy of the registration certificate.
  
• This change of address is required by the government bodies to intimate the permit holder for the dues, penalties or any intimation.
  
• Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
  
• After, one registers his / her vehicle – He / She will receive a unique number to use it in number board
