Procedure

Apply In-Person

1. A valid seed license holder shall apply for changing the address of office/godown of the firm, Addition of New Godown, Change in name and address of responsible person etc.
2. Applicant should go to their respective office (from where the license was obtained) of the district agricultural office (DAO) to apply.

4. Please collect the appropriate application form as per officer’s advice or write on a A4 sheet.
5. Submit the completed application with required documents as mentioned in our required documents session.
6. After accepting the application, officials will advise the amount to be remitted.
7. Applicant shall pay the mentioned amount as applicable.
8. Applicant will get receipt for the remitted fees. Please keep the receipt and acknowledgement safe for future reference.
9. This application will be processed by the authority.
10. Respective authority will do site verification if there is change in premises/godown to submit site verification report.
11. Based on the report/recommendation, registering authority will issue updated certificate.
12. Applicant gets intimation to collect the License.
13. On the said date, applicant can collect the license.
    
    

Apply Online:

1. To apply online for change in a seed sale license in Bihar, visit the Agriculture Department’s official website portal. The time to apply for a license online is from 9:00 AM to 6:00 PM.
2. On the home page, click on apply online and select seed for state and district level applications.
3. The new page opens. Click on the license registration.
4. After clicking, a new page appears where the authentication type is chosen from Demography + OTP, Demography + Bio-Auth, and IRIS (Working).
5. Enter the Aadhaar number, name, and click on authentication. OTP generates the registered mobile number of Aadhaar, enter the OTP and click on validate OTP.
6. After the authentication of Aadhaar, a registration form opens. Business people who want to apply must fill in all the necessary details and complete the registration process. Applicants will receive the license registration number.
7. With the license registration number, applicants can log in to apply for a license, the applicants must click on apply new/renewal/endorsement.
8. Log in with the username and password, application forms open, select the type of application from seed/fertilizer/pesticide.
9. Applicants must fill the form with the necessary information and upload the required documents. After filling the form, applicants must make the payment.
10. There is no online mode, so applicants must visit the nearest bank and make the payment. After the payment, deposit details are filled in the form.
11. After uploading the documents and payment details, click on the submit option.
12. If approved, the seed license will be sent through post to the address mentioned while applying or issued in a stipulated period of time.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
10. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.
