Procedure

Apply In person:

1. To apply for Fitness certificate (FC) for Transport Vehicle in Bihar the applicant has to approach the RTO office to which his area belongs to. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices.
   
2. Also make sure you have all the necessary documents to process the application
   
3. The applicant should make sure they are eligible for applying for this procedure
   
4. Make sure you have completed application form CFA. Link Form
   
5. Application forms can also be obtained from the appropriate RTO offices
   
6. The applicant should bring in their vehicle for inspection.
   
7. Present the completed application forms in the counter and pay the appropriate fee where the officials would start processing your application.
   

Apply Online:

1. To apply for vehicle fitness certificate (FC), the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. This application will be processed internally. The authorities will check the condition of the vehicle.
10. Once the verification is over, the issue of the Certificate to the applicant will be final.
11. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
12. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

Eligibility

• Vehicle should be produced for inspection.

Validity

• In case of Private vehicles the fitness certificates is valid for 15 years and there after renewed at every 5 years.
  
• In case of Transport Vehicles the fitness certificate is issued for a new vehicle for 2 years and subsequently renewed every year.

Need for the Document

• The registration of vehicle is treated as valid only, if the vehicle has valid certificate of fitness. Fitness certificate for a vehicle in Bihar is required to renew the current status of the vehicle
  
• The fitness is checked and certified by the Registering Authority
  
• Fitness certificate is issued to check the pollution caused by the emission of smoke from the vehicles, to maintain the vehicle in proper condition and to avoid accidents
  
• Fitness Certificate is an official document certifying that the holder’s vehicle is fit to drive at public places
