Apply In-Person

  1. Application (hand written / electronically typed - in English or local official language) can be submitted directly to the concerned Public Information Officer (PIO).
  2. Use the following link for contact details: Link for contact
  3. Once the application is accepted, pay the prescribed fee.
  4. Applicant will be issued a receipt for the submitted application. This receipt contains application no., date of application, and details of the concerned Chief Public Information Officer.
  5. This submitted application will be processed further.
  6. Within 30 days applicant will get the information for his request. If information is given by third party then invite objections if any it will take 10 more extra days.
Note: Do not forget to take a photocopy for your application before submission for future references.



Apply through Jaankari portal- Apply For Right To Information (RTI) Through Jaankari Portal Online with Images

  1. Please visit the website: online portal
  2. And select “Application Form” option from the left part of the screen menu to get next page.
  3. Complete the page prompt and hit “Submit” at the bottom.
  4. Once the application is made successful. Applicant will get an application number.
  5. Please keep this number safely for getting the information from the department.



Online procedure- Bihar Apply for Right To Information (RTI) Online With Images

  1. Please visit the website: online link
  2. And select “Submit request” option from the menu.
  3. In the new screen, please select appropriate option for “I have read and understood the above guidelines” and hit Submit for new page.
  4. The given new page will prompt the user to enter / select appropriate details.
  5. Please complete filling the details followed by uploading appropriate documents and hit “submit” to get SMS alert in mobile as well as to reach the next screen.
  6. User gets popup for the confirmation of details as provided for applying. If all are OK, hit “Save” to go next screen.
  7. In the given screen, select appropriate options and proceed for payment gateway.
  8. In the payment gateway page select and fill applicable details to process online payment.
  9. Once the online payment process is complete, you will get an acknowledgement for the query. Please keep it for future reference.


Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with ”Required Documents” to the office.
  6. It is advised to take the documents in original to the kiosk for scanning purposes.
  7. The operator will process the application online.
  8. On successful submission, the applicant will receive an application number as acknowledgement.
  9. This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the Certificate to the applicant.
  10. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
  11. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

Right to information Act 2005 empowers every citizen to

  • Ask Questions from the Government or seek any information
  • Take copies of any government documents
  • Inspect any government documents
  • Inspect any government works
  • Take samples of materials of any government work

Under the Act, all authorities covered must appoint their Public Information Officer (PIO). It is the PIO's obligation to provide information to citizens of India who request information under the Act. If the request pertains to another public authority (in whole or part), it is the PIO's responsibility to transfer/forward the concerned portions of the request to the concerned PIO.

Application Process

Need for the DocumentEdit

  • The need for “The Right To Information Act” (RTI) is to ensure that everyone in the country has a constitutional right to inquire and retrieve information about the government and public bodies that operate within the purview of the Central and State government framework
  • Main purpose is to provide any citizen of India to get information from a “public authority” (a body of Government or “instrumentality of State”) which is required to be replied to expeditiously or within thirty days

  • PIO may reject a request for information where such a request for providing access would involve an infringement of copyright subsisting in a person other than the State.
  • Information is exempt from disclosure -Information, the disclosure of which would cause of breach of privilege of Parliament or the State Legislature

The following information is exempt from disclosure under Section 8 of the RTI Act.

  • Information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with foreign State or lead to incitement of an offence
  • Information which has been expressly forbidden to be published by any court of law or tribunal or the disclosure of which may constitute contempt of court
  • Information, the disclosure of which would cause of breach of privilege of Parliament or the State Legislature
  • Information including commercial confidence, trade secrets or intellectual property, the disclosure of which would harm the competitive position of a third party, unless the competent authority is satisfied that larger public interest warrants the disclosure of such information
  • Information available to a person in his fiduciary relationship, unless the competent authority is satisfied that the larger public interest warrants the disclosure of such information
  • Information received in confidence from foreign Government
  • Information, the disclosure of which would endanger the life or physical safety of any person or identify the source of information or assistance given in confidence for law enforcement or security purposes
  • Information which would impede the process of investigation or apprehension or prosecution of offenders
  • Cabinet papers including records of deliberations of the Council of Ministers, Secretaries and other officers
  • Information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual
  • Only that part of the record which does not contain any information which is exempt from disclosure and which can reasonably be served from any part that contains exempt information, may be provided.
  • Third parties have a right to be heard in respect of applications and appeals dealing with information submitted by them to the Government in confidence.
  • PIO may reject a request for information where such a request for providing access would involve an infringement of copyright subsisting in a person other than the State.
