Procedure

Those who wanted to do carry on repair and maintenance business in weight and measure, then they have to apply for the repair license with the respective state legal metrology department
Apply In-Person:

1. Applicant shall approach office of the designated local Legal Metrology Officer / Assistant Controller of Legal Metrology for the district under whose dominion the proposed unit is located.

4. Obtain the application form or write on a A4 sheet as advised.

6. After filling/completing application form attach all the required documents as per our required document section.
7. Submit the document set along with required/applicable fee to the receiving authority.
8. Submitted application will be verified by the authorities. If all are in place, application will be accepted.
9. Applicant will get an acknowledgement for the submission of application.
10. This application will be handed over to the inspection team/authority (Local Senior Inspector/Inspector). They will conduct the inspection of premises proposed by the applicant and also verify the documents. Once they finished their due diligence a report along with application will be sent to the Licensing department.
11. After review of the submitted application and report the licensing authority may constitute a committee to examine and test the capability and competence of the applicant to repair the weights and measure, accordingly the committee prepares and sends its report to the license issuing authority.
12. The licensing authority after examining the application and finding it suitable for grant of License, may require the applicant to deposit the License fee.
13. Once the fee is deposited and copy thereof received in the Assistant Controller’s office, he will issue the license in the prescribed format.
14. Applicant gets notification about the approval. License will be delivered as per applicable norms.
15. If the license is refused due to non-compliance of all or any of the requirements, the decision duly reasoned shall be communicated within 15 days to the applicant.

NOTE:

• The applicant is required to furnish an experience certificate (skilled worker / proprietor / Partner / Director of the firm or certificate from I.T.I in Instrument Mechanic & Electronics) for at least one year for the items applied for Repairing.
• The premises should be suitable and adequate (not less than the area as prescribed)

Apply Online:

1. Visit the following portal: online portal.
2. The applicant has to click on the Pre-Establishment tab and select services related to Legal Metrology i.e., “Licence to Repairers of Weights and Measures”.
3. The applicant will be directed to the application page and has to fill in the requisite application form.
4. After completion of application form applicant will have to upload all the requisite documents as per checklist mentioned in table above/website both.
5. Applicant submits the application form after uploading all requisite documents thereby verifying registered Aadhar No.
6. After Submission, a dashboard with a list of services will appear having Proceed for Payment Option at the bottom right of the page. Select List of services and click on the “Pay Now” tab.
7. The applicant can fill in requisite payment details and make payment via Credit card/Debit Card/Net Banking options . The applicant will get acknowledgement on successful payment.
8. Application request is received by the Controller Weights & Measures along with the requisite documents. It will be forwarded the same to the concerned Assistant/Joint/Deputy Controller for furtherance.
9. The concerned Assistant/Joint/Deputy Controller will scrutinize the application along with annexures. In case of deficiency in application, a query will be sent to the applicant.
10. Upon resolution of the raised query by the applicant, the concerned LMO will forward the application to the legal metrology Inspector who conducts site inspection.
11. The Concerned legal metrology Inspector will prepare the inspection report with recommendation and forwards it to the Controller, Legal Metrology for final approval.
12. The Controller, Legal Metrology will accord final approval and issue (upload) the Licence to the concerned applicant.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the Certificate to the applicant.
10. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
11. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

• In case the firm is not a proprietorship concern the firm should submit a copy of Partnership deed duly attested by First Class Magistrate / Notary / Oath Commissioner and in case of Private Company or Limited Company, Memorandum of Association approved by the Ministry of Company Affairs, Govt. of India.
• Premises - ownership documents/ registered rent or leave license agreement or lease agreement NOC from the owner / NOC of the member if the premise is owned by family member.
• PAN card
• Self-declaration about whether the Applicant has violated any of the provisions of Legal Metrology Act, 2009 or rules made there under.
• Latest electricity bill.

Eligibility

• Applicant should be the citizen of India
• Age limit 18 years and above
• An individual or a company registered under government act is eligible to apply.
• Having 1 year of experience or having required education.

Fees

• Fee details shall be obtained while applying.
• Rs.100 is what collected as fees in general.

Validity

Every licence issued to a manufacturer shall be valid for a minimum period of one calendar year and can be renewed.
