PROCESS FOR CITIZENS OF BHUTAN – FOR THOSE WHO LIVE IN BHUTAN AND OUTSIDE BHUTAN:

I. Apply in Bhutan
a. Apply in person
  1. Applicant shall apply at the Central Bhutanese Police Headquarters.
  2. Link for contact: contact link
  3. Go to the respective office.
  4. Don’t forget to take the required copy of documents along with originals to the office.
  5. Please talk to the authority for your requirement. As per authorities advice one has to submit the completed application along with documents.
  6. Applicant should pay for the certificate as advised.
  7. This application will be processed by respective department.
  8. The certificate can be collected from the office where applicant applied in person upon notification.


b. Apply online (in Bhutan & overseas)
  1. You can apply online through the portal : online portal
  2. Please select the “Application” menu option and click on the new application sub option to get the page.
  3. In the online entry page please provide citizen ID along with other prompted details and hit “Apply” tab at the bottom to submit your application online.
  4. This application will be processed online and the same can be availed online.
  5. In the online portal use track your application menu option and provide the citizen ID to see the status and if approved, user shall print it.


c. SMS Based Security Clearance Service (in Bhutan & overseas)
  1. Through SMS applicant shall..
    1. apply for security clearance certificate (SCC).
    2. check the application status.
  2. If they are B-Mobile Or T-Cell users.
  3. Apply for new SCS:
    1. Type SCS<space>CID No<space>DOB (DOB in YYYY-MM-DD format) and send it to 5678
  4. Please follow as per the reply via SMS.
  5. To track application status:
    1. Type SCST<space>CID No and send it to 5678


II. Applying procedure - overseas
a. Through telephone or by fax.
  1. Applicant should contact the Royal Bhutanese Police Headquarters.
  2. Telephone - 975-2-322-347/348 or by fax -975-2-322-803.
  3. Based on the authorities advice applicant shall follow the applicable procedure to get the certificate.

  • A copy of your passport while living in Bhutan.

EligibilityEdit

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.



FeesEdit

  • There is no fee as such but, depending on the requirements authorities will provide fee information.
  • Fee varies for case to case. Updated fee requirement will be provided by respective authorities while applying.

  • One year (Usually such certificates are valid for 6 months).
  • Otherwise, as mentioned on the certificate.
  • Validity norms vary from country to country.

Need for the DocumentEdit

  • PCC Certifying that the applicant has never partaken in any criminal activity that led to the involvement of the (Bhutanese Police Force) and is also required when a person applies for an immigration status to other countries.

Getting the security clearance has always been a problem. The process is long and time consuming. It is also necessary to travel all the way to Thimphu to process the papers. Not anymore.

With the launch of the online system, all you need is a computer with internet. Log onto http://www.scs.rbp.gov.bt and do what is necessary and wait. Within 12 working hours, you should get your security clearance.

The service is available anywhere. You can also visit the nearest police station or Geog Administrative Officers for the service.


Other uses of the Document/CertificateEdit

In many immigration cases you may be requested by relevant Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through immigration process, you will definitely be asked for such a certificate.

Security Clearance Unit

The roles and responsibilities of this unit shall be to:

  • Verify and approve security clearance certificates; and
  • Carry out any other roles assigned from time to time.

Crime Records and Analysis Unit

The roles and responsibilities of this unit shall be to:

  • Receive, compile and analyze daily crime and situation report and submit it to the higher authorities;
  • Monitor, maintain & update Crime & Criminal Information System;
  • Receive and issue forms and registers relating to crime;
  • Prepare yearly crime statistics; and
  • Carry out any other roles assigned from time to time.

Fingerprints Unit

The roles and responsibilities of this cell shall be to:

  • Examine, classify, verify and index fingerprints;
  • Develop Fingerprints Information System;
  • Compare fingerprints and give expert opinion thereof;
  • Maintain records of fingerprints of ex-convicts, criminals and suspects;
  • Strengthen and develop fingerprint record in all the police stations; and
  • Carry out any other roles assigned from time to time.
