Creation of a company
- In the case of a new company, the importer is required to register it via the Single Window for Formalization of Enterprises (GUFE) of APIEX website Link and obtain all the certificate/documentary of the registration of the company and importer card {view the creation of a company full procedure via the wikiprocedure website}
Obtain direct removal authorization permit
- You {importer} then heads to the General Directorate of Customs and Indirect Rights, D/G customs secretary office and submit the {direct removal request letter, commercial invoice for the goods, Air waybill} for processing and obtain the direct removal request letter discharge slip.
- Within 2-4 days the General Directorate of Customs issues that the import authorization by direct debit permit is ready to be issued to the importer against the discharge slip, importer ID.
Transit order establishment
- You (importer) then contact an approved broker to complete the customs formalities. You can physically present yourself at the agent's office or send him remotely (mail, telephone) the information/documents necessary for the importation procedure i.e (Air waybill, import authorization permit, commercial invoice for the goods,) {view the contact details of certified broker via this link} Link
- The broker will then prepare a quotation base on the costs to be paid to all the structures/agencies that will intervene during the importation processing for the goods to their destination, including the costs of the commission agent) basis on the information obtain from the {importer} and issue the you a quotation slip.
- If you {importer} accept the broker’s services, you will be required to pay for the broker fees either in cash, by check or by Bank transfer within one day, upon making payment, you will be issued with a transit order at the broker offices against {Air waybill, commercial invoice, importer card, IFU registration certificate, payment receipt (directorate of breeding)}.
Documentary exchange
- The authorized broker goes to the Aviation Handling Service {AHS} office, invoicing/freight service department to obtain the invoice for the handling charges. He will retrieve the documentary exchange relating to the cargo i.e. {flight transport letter, commercial invoice of the goods, certificate of analysis} after having paid the costs at the cash desk.
Withdrawal of the goods from the airport.
- The broker then heads to the Airport Customs Recipe, Customs collectors office and submit the {Direct collection request, import authorization by direct debit, certificate of analysis, Commercial invoice for the goods} to be verified by the customs agent, who then affix’s his visa on the direct removal request.
- The broker then goes to the chief brigade’s office and submits the importation file to be verified by the chief brigade officer, if he is satisfied that the documents are in order, he issues his approval by issuing the authorization for direct removal (head of brigade), thus allowing the customs officer at the customs permanency office to issue the release/exit voucher to the authorized broker.
- The broker then goes to the AHS import store office and submit the {exit voucher, Authorization for direct removal (head of brigade) to the storekeeper, who then verifies them and then release the goods {chicks} to the broker.
Establishment of customs declarations.
- The authorized broker then heads to Benin Chamber of Commerce and Industry {CCIB} offices and purchase the customs declaration forms, which is made up of bundles 5 sheets that are sold in multiples of 100 sheets against the CCIB payment receipt.
- The broker then connects to the ASYCUDA system and enters the declaration of each bill of landing of the goods and obtain 5 copies of the import declaration documents for each of the following agencies i.e {accounting/declaration/customs/CCIB/carrier}.
- The broker then heads to the Directorate General of Taxes and Domains, Office of the Tax Mission for Exceptional Regime and submit the 5 copies import declaration file and other supporting documents to the Tax Mission officer for processing.
- As soon as the tax mission finishes processing the file which is within 15-21 days, it will transmit the entire file to the airport customs office which is in charge of the declaration {MP1 declaration} and withdrawal by the broker against his/her professional authorization card.
- The broker then heads to the customs Cashier office, submit the MP1 declaration and informs the cashier that he wants to pay the customs clearance costs for the removal of his merchandise.
- Upon making payment the cashier will places his stamp on the sealed {payment} receipt and issue it to you.

Importer card {Business Creation}
- To carry out any import-export operation, an economic operator must have his importer card. The Importer Card will be issued with the other certificates when setting up a business. The creation of a business is done at the Single Window for Formalization of Enterprises (GUFE) of APIEX.
Obtaining the removal authorization permit
- For any import of vaccines, the importing structure requests from the customs department of authorization for direct removal and exemption from taxes and duties.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker
Documentary exchange
- For the authorized broker, this involves recovering from the freight service all the originals of the documents relating to the cargo (air waybill, invoice, various certificates of analysis, etc.).
Withdrawal of the goods from the airport.
- Customs carry out the final checks and authorize the withdrawal of the goods from the freight service. Various checks are also carried out by the gendarmerie.
Establishment of the customs declaration.
- Imported or exported products are subject to customs duties. The customs of Benin have set up an information system called ASYCUDA WORLD to allow approved brokers to establish their declaration from their office before coming to proceed with their liquidation. In the case of the importation of vaccines, additional formalities are made due to the exemption from certain duties and taxes.
