Creation of a company
- In the case of a new company, the importer is required to register it via the Single Window for Formalization of Enterprises (GUFE) of APIEX website Link and obtain all the certificate/documentary of the registration of the company and importer card {view the creation of a company full procedure via the wikiprocedure website}
Obtain Import Authorization
- You {importer} then heads to the department of livestock, secretary of the director of breeding office and submit {import authorization request, veterinary certificate of origin} for processing and obtain the import authorization request discharge.
- Then head to the cashier office pay the required fees against the request discharge and obtain the payment receipt {directorate of breeding}.
- Head back to the secretary of the director of breeding office and submit the payment receipt and obtain the import authorization permit {Directorate of livestock}.
Transit order establishment
- You (importer) then contact an approved broker to complete the customs formalities. You can physically present yourself at the agent's office or send him remotely (mail, telephone) the information/documents necessary for the importation procedure i.e. (Air waybill, import authorization permit, commercial invoice for the goods,) {view the contact details of certified broker via this link} Link
- The broker will then prepare a quotation base on the costs to be paid to all the structures/agencies that will intervene during the importation processing for the goods to their destination, including the costs of the commission agent) basis on the information obtain from the {importer} and issue the you a quotation slip.
- If you {importer} accept the broker’s services, you will be required to pay for the broker fees either in cash, by check or by Bank transfer within one day, upon making payment, you will be issued with a transit order at the broker offices against {Air waybill, commercial invoice, importer card, IFU registration certificate, payment receipt (directorate of breeding)}.
Provisional customs declaration
- The broker then heads to the Airport Customs Recipe, inspector liquidator office and submit the {Air waybill, commercial invoice, import authorization permit} to the customs inspectors who then calculates the customs duties and indicates the amount to be consigned on the air waybill and issues back the file to the file to the broker.
- The broker then heads to the customs cashier office and pay the required fees against the air waybill to the cashier, who then affix’s his visa on the air waybill and issues it back to the broker {Air waybill - with consignment checkout visa}.
- He {broker} then returns the Air waybill - with consignment cash receipt to the inspector liquidator officer, who then affix’s his visa “provisional good to remove” on the air waybill and issue it back to the broker.
Withdrawal of the goods from the airport.
- The authorized broker goes to the Aviation Handling Service {AHS} office, invoicing/freight service department to obtain the invoice for the handling charges. He will retrieve the documents relating to his cargo i.e. {flight transport letter, commercial invoice of the goods, veterinary certificate of origin} after having paid the costs at the cash desk.
- He {broker} then heads to the customs Chief Brigade’s Office and submit the {Air waybill - with visa Voucher to be removed provisionally, original air waybill, import authorization permit, Commercial invoice, Veterinary certificate of origin} to be verified by the head of the brigade and then affixes his visa on the air waybill with the mention Good to be removed provisionally.
- On arrival of the chicks, the broker informs the veterinary inspector at the Airport Phytosanitary and Veterinary Control Post office, who then carries out a control visit at a cost of CFCA 10,000, checks the conformity of the documents i.e. {air waybill, import authorization permit, Veterinary certificate of origin} and affixes the stamp of the veterinary service on the waybill with visa of the head of the brigade.
- The broker then goes to the permanency office and submit the {Air waybill stamped by veterinarian} to the customs officer and indicates the flight number. The customs agent then hands the broker a release/exit voucher that allows the broker to collect the chicks from the AHS store.
- The broker then goes to the AHS import store office and submit the {exit voucher, air waybill {veterinary} to the storekeeper, who then verifies them and then release the goods {chicks} to the broker.
Declaration of regularization
- The authorized broker then heads to Benin Chamber of Commerce and Industry {CCIB} offices and purchase the customs declaration forms, which is made up of bundles 5 sheets that are sold in multiples of 100 sheets against the CCIB payment receipt.
- The broker then connects to the ASYCUDA system and enters the declaration of each bill of landing of the goods and obtain 5 copies of the import declaration documents for each of the following agencies i.e {accounting/declaration/customs/CCIB/carrier}.
- The broker then heads to the Airport customs Recipe Office, Inspector Liquidator unit and submit the 5 copies import declaration file and other supporting documents to the customs inspector’s officer to be verified and obtain the import declaration liquidated {declaration copy} and cleared import declaration {carrier copy}.
- He then goes to the customs cashier office and submit the {bulletin, import declaration liquidated {declaration copy} and cleared import declaration {carrier copy} to the cashier to be verified, you will then be advised to pay the customs duties and then obtain a sealed bulletin, LTA with visa deconsignation}
- The broker then submits the sealed bulletin at the data entry clerk office, the data entry operator/agent then entries the data to the systems and prints out the receipt {customs duties} and issues it to the broker.
- He then heads back to the cashier office and submit the receipt {customs duties} to the cashier office to validate the payment by affixing a stamp on the receipt {customs duties} and then issued back to the broker.

Importer card {Business Creation}
- To carry out any import-export operation, an economic operator must have his importer card. The Importer Card will be issued with the other certificates when setting up a business. The creation of a business is done at the Single Window for Formalization of Enterprises (GUFE) of APIEX.
Obtaining the import authorization
- Before importing any animal, the operator must send a request to the livestock management which issues the import authorization.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker
Provisional customs declaration
- To speed up the customs clearance process, the authorized broker establishes a provisional declaration and pays the customs duties and tariffs recorded by customs.
Withdrawal of the goods from the Airport
- Once the provisional duties have been paid, the authorized broker is authorized to collect the animals at the freight service level.
Declaration of regularization
- The animals having been removed, the approved broker can make an exact declaration of the quantity received and then adjust the fees paid.
