Establishment of the Transit order
- You (exporter) start by contacting an approved broker to complete the customs formalities. You can physically present yourself at the agent's office or send him remotely (mail, telephone) the information/documents necessary for the exportation procedure i.e (commercial invoice for the goods and packing list) {view the contact details of certified broker via this link} Link
- The broker will then prepare a quotation base on the costs to be paid to all the structures/agencies that will intervene during the exportation processing for the goods to their destination, including the costs of the commission agent) basis on the information obtain from the {exporter} and issue the you a quotation slip.
- If you accept the broker’s services, you will be required to pay for the broker fees either in cash, by check or by Bank transfer within one day, upon making payment, you will be issued with a transit order at the broker offices against {IFU registration certificate of the company or exporter/importer card}.
Obtain the certificate of origin
- The broker will then begin the initial process of exporting by first connecting to the Single Window for Foreign Trade Operations (GUOCE) website Link and makes the export request by providing the required information, the GUOCE will then display the certificates required for the export operation and the documents needed to obtain them.
- The approved broker uploads the electronic copies of the documents online, which will be sent for processing to the Directorate General of Foreign Trade.
- The broker than has to wait for a period of 5 days to obtain the BUP invoice issued by the General Directorate of Foreign Trade by connecting to the GUOCE website.
- The authorized broker records the number of the BUP and present it to the teller at the central agency fund counter at either the Bank of Africa or ECOBANK office, who then confirms it against the GUP system and advice’s the broker to pay the amount indicates and then issues the BFU bank receipt.
- After making payment the broker then re-connects to the GUOCE website within 5 days and checks whether the certificate of origin (GUOCE) has been by the Directorate General of Foreign Trade and print them out if available.
Establishment of the customs declaration
- The authorized broker then heads to Benin Chamber of Commerce and Industry {CCIB} offices and purchase the customs declaration forms, which is made up of bundles 5 sheets that are sold in multiples of 100 sheets against the CCIB payment receipt.
- The broker then connects to the ASYCUDA system and enters the declaration of each bill of landing of the goods and obtain 5 copies of the export declaration documents for each of the following agencies i.e {accounting/declaration/customs/CCIB/carrier}.
- The broker then heads to the customs Port Recipe Office, Inspector Liquidator unit and submit the {5 copies export declaration file and the commercial invoice of goods} to the customs inspector’s officer to be verified and obtain the exportation declaration liquidated {declaration copy} and cleared exported declaration {carrier copy}.
Regulation of the Single Expense Slip
- The broker then heads to the Agency of the National Council of Shippers of Benin {CNCB}, billing service unit and submit the liquidation declaration {declaration copy} to the billing agent, who then connects to the Single Window Port (GUP) platform and validates the CNCB fees, then indicates on the copy of the declaration the BFU number and the amount to be paid, to allow the broker to make payment at either the Bank of Africa or ECOBANK and obtain A BFU bank receipt at the BOA-Hillacondji Agency office against the bank payment receipt.
- The broker then heads to the Hillacondji Customs Recipe office, Liquidation unit and submit the BFU bank receipt to the inspector liquidator, who then checks whether the payment has been made and gives his approval for the export of the goods by affixing his visa on the BFU bank receipt and issue it back to the broker.
Boarding Authorization
- The authorized broker brings all the certificates and documents necessary for the goods to reach their destination and submit them to the Hillacondji Customs Recipe, Deputy Chief Brigade office, the deputy head of brigade checks the documents given to him and, if he wishes, carries out a physical check of the goods he does so and if satisfied that everything is in order, he approves the exportation of the goods, by affixing his visa on the BFU bank receipt and issue it back to the broker.

Certificate of origin
- The certificate of origin, proving the origin of the goods, makes it possible to obtain certain advantages in certain countries, in particular at the customs level.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker
Customs declaration
- Imported or exported products are subject to the duties and taxes listed in the Customs tariff. In this context, customs have set up a system called ASYCUDA WORLD to allow approved brokers to establish their declaration from their office before coming to carry out their liquidation and pay customs duties.
