How to apply:
- Eligible applicants should Visit the Directorate of Emigration and Immigration office near you and obtain the application form.
- Submit the completed form and the supporting document (listed below) to the attending official for verification and processing.
- Pay the application fees
- You will then be issued with a receipt/acknowledgement slip and you will be notified on when you should re-visit the office to collect the resident card.

ECOWAS Members
- Certificate of residence (Head of District) + Certificate of residence (Head of district or village)
- Attestation of medical examination: dating less than three (03) months, issued by a doctor from the Health Centre of the Republican Police located in Vêdoko in Cotonou
- Extract from the criminal record of the country of origin or last residence: dating less than three (03) months
- Proof of professional activities, study in Benin or membership of a professional or denominational order
- Colour ID photos on a white background (04)
- Photocopy of the entire passport or travel book as the case may be, this passport must be at least six (06) months valid
- Costs of compiling the file (an amount equivalent to the fees in force on the date of the request: see costs)
- Consular card (photocopy)
Outside ECOWAS
- Certificate of residence (Head of District) + Certificate of residence (Head of district or village)
- Attestation of medical examination: dating less than three (03) months, issued by a doctor from the Health Centre of the Republican Police located in Vêdoko in Cotonou
- Extract from the criminal record of the country of origin or last residence: dating less than three (03) months
- Proof of professional activities, study in Benin or membership of a professional or denominational order

- Photocopy of the entire passport or travel book as the case may be, this passport must be at least six (06) months valid
- Costs of compiling the file (an amount equivalent to the fees in force on the date of the request: see costs)
- Consular card (photocopy)
- Quitus (for communities subject to it)
- Repatriation deposit to be paid to the Treasury (except for nationals of countries that have concluded surety cancellation agreements with Benin.
- Any other document that may be required by the authority.

Any foreigner who meet the following criteria;
- Be established in Benin or in the process of being established in Benin
- Have sufficient means to take care of yourself or a guarantee of being taken care of
- Employ a job or carry out a lawful activity generating income
- Enjoy good morals
- Not a minor (under the age of 18 years)
