Procedure

• A “Certificate of Origin (CO)” confirms the origin of the exported goods. It is usually issued for goods that are being sold abroad as a permanent export. Certificate of origin may be requested for commercial or customs reasons.

Apply In-Person:

1. Applicant shall approach the office of the “Belarusian Chamber of Commerce and Industry - BelCCI”.

3. Go to the respective office and consult with the designated authority of the certification department to get the advice on the updated applying procedure, if any. Please collect the application form.
4. Applicant shall get all the required documents as advised. If there is a shortfall in document requirement, the application won’t be processed.
5. Complete the application form. Attach all the documents as mentioned in the “Required Documents” section of this page and submit it to the designated authority over the counter.
6. Once the application is received, the authorities will check the submitted application and documents set. If all are in place, the application will be accepted with applicable fees as appropriate.
7. An acknowledgement receipt will then be issued to the applicant for submission of application form, which is retained by the applicant for future reference.
8. From this point onwards, the applicant shall follow the guidelines of the authorities.
9. If there is any short fall in the documents or details, the applicant should provide them as per the advice of the authorities.
10. This certificate will be issued after signing and stamping from the issuing authorities as per applicable norms.

Note:

• The application request should be stamped and signed by the chief and the chief accountant of the applicant.
• Copies should have assurance mark with “True Copy”, the job title of the testifier, his personal signature, initials and surname, the verification date, the seal.
• The Applicant takes responsibility for credibility of information in the application and papers (copies).
• Different certificates can be issued depending on the country where Belarussian goods are exported:
  • In the form СТ-1 (ST-1) for the goods exporting in the CIS countries.
  • In the form A for the goods exporting in the countries of European Community, the USA, Canada, Japan, Turkey, Switzerland.
  • In the form “CT-2” for the goods exporting in Serbia.
  • In by Mexico set form.
  • General certificate form for the goods exporting in not mentioned above countries.

Required Documents

• Application form.
• Covering letter addressed to the concerned authority on the printed letterhead of the company.
• Commercial Invoice.
• Packing list.
• If the goods are of foreign origin,
  • The commercial documentary proof, such as a copy of the certificate of origin provided by the manufacturer.
  • A manufacturer’s commercial invoice or a supplier’s declaration.
• One copy of Bill of Lading / Airway Bill.
• One copy of Packing List to the Concerned Invoice.
• Certificate of registration and the Regulation of the business entity for the first time application.
• Supporting document about buying necessary primary products, material, components (contracts, invoices, payment receipts).
• Technological procedure description and properly signed certificate about the major operations of the technological procedure of products manufacture.
• Certificate about the cost percentage of the used primary products, material, components from other countries, about final product price as required calculation ad valorem rate according to relevant requirements of the determination of the country of origin of goods.

Note:

Apart from the above listed documents, authorities may ask for additional information or document. Please provide them for smooth processing.

Eligibility

• The goods should be origin of the respective export/manufacturer’s country.
• The manufacturer/exporter should not be a blacklisted company.

Fees

• Please pay as advised by the authorities.

Validity

• This certificate is applied for the consignment produced against the purchase order. So, validity of the certificate is applicable for the produced goods.

Processing Time

• It is a process initiated once the complete set of documents as required is submitted.
• Usually the application will be processed within 24 hours or as per the timeline notified.
• If applying in person is entertained, then the certificate will be issued as per authorities notified time period.

Instructions

• Applicant shall avail fees reduction by becoming chamber member as per respective chamber norms.
• The undertaking signed by the applicant must specify the following.
  • The goods are produced wholly from the respective exporting country.
  • Details of the relevant manufacturing process.
  • Where the goods are not from the country of the exporter, then the list of supporting documents are provided as per requirement.
• A “CO”, normally prepared by the exporter of goods, has at least the basic details about the product being shipped, a tariff code, the exporter and importer and the country of origin.
• Any documents produced in a language other than English will need to be accompanied by a translation.

• Full address of the exporter (consigner).
• Full name of the consignee.
• Full address of the consignee.
• Name of the country of destination.
• Country of origin of the goods.
• Transport details (road/airfreight/sea freight).
• Letter of credit details as per requirement.
• Description of goods (item number, marks, numbers, kind of package etc.).
• Quantity (weight in gross and net).
• Date of application.
• Place where the application was signed.
• Full name and address of the agent (where the applicant is a forwarding agent acting on behalf of the consigner).
• Declaration by the exporter.

Need for the Document

• ”Certificate Of Origin” is mainly needed to check whether the goods being exported/imported are legal and whether such export or import is subject to duties.
• A certificate of origin is a document used in international trade. In a printed form or as an electronic document, it is completed by the exporter and certified by a recognized issuing body, attesting that the goods in a particular export shipment have been produced, manufactured or processed in a particular country. A "Certificate of Origin" is also called as "Form A“
• The “Cos” also constitutes a declaration by the exporter. Virtually every country in the world considers the origin of imported goods when determining what duty will be assessed on the goods or, in some cases, whether the goods may be legally imported at all.

• Under the Imports and Exports Regulations, there is a penalty for making a false declaration in respect of any certificate of origin, permit or certification.
• Exporters should consult with a Customs Broker or the designated certifying authority for correct classification of items and tariff numbers before completing the forms. It is also very important to go through the explanatory notes printed at the back of each form or in the department manual.
