Apply In-Person

  1. The Applicant has to submit an application Form to the Ministry of Works & Urban Development or local administrator. Freeport applications are submitted to the Grand Bahama Port Authority Limited.
  2. Visit the following link for Contact Details Link.
  3. The Applicant can download From the following Form Link.
  4. Complete the application form with all details.
  5. On submission of the application, a 10% deposit (of the expected building permit charge) is required.
  6. The application and supporting documents are passed to the following departments for processing:
    • Civil Design Section, where checks are made for drainage and road access.
    • Department of Physical Planning, which grants zoning approval.
    • Department of Environmental Health/BEST Commission, to assess the environmental impact and ensures compliance with Environmental Health codes.
    • The Ministry of Works and Urban Development's Control Division performs mechanical, electrical, structural, and other examinations as needed.
  7. The Building Permit is then prepared for issue.  Drawings are stamped as approved and the final fee is assessed and calculated.
  8. Applicants are notified via telephone that the Building Permit has been approved and can be collected upon payment of the Building Permit fee.
  9. The Control Division of the Ministry of Works and Urban Development conducts mechanical, electrical, structural, and other inspections as needed.

The following documents must be supplied in Triplicates:

  • Location plan.
  • Site plan.
  • Plan of building footprint.
  • Photographs of building elevations.
  • Permission from the Antiquities, Monuments and Museum Corporation for Historic Buildings.


Approval letter from Agency based on the location or nature of the project.

  • Dock – Port Department.
  • Hanger – Civil Aviation Department.
  • Build of Lease/Agricultural Land –Agricultural department.
