Bacolod - Obtain Voter ID

This procedure explains various ways to Obtain Voter ID in Bacolod.
Note: The Commission on Elections (COMELEC) of the Bacolod released an announcement stating that generation and distribution of Voter IDs is currently on hold. There is a pending bill seeking to establish a National Identification System, which proposes only one ID for all government transactions. View COMELEC Announcement
- Prepare the requirements
- Overseas voter registration
- An accomplished OV No.1 Form Application no 1
- Your valid Philippine Passport
- In the absence of a passport, a Certification from the Department of Foreign Affairs certifying either of the following:
- That you have submitted documents that will warrant the issuance of a passport.
- That the applicant is a valid passport holder but is unable to produce it for a valid reason.
- If you are a Seafarer, a photocopy of your Seaman’s Book or any other document that will prove that you are a seafarer should also be submitted in addition to “1” and “2” above and
- If you have availed of RA 9225, you should also provide a certified true copy of the signed Oath of Allegiance/ Order of Approval/ Identification Certificate submitted to the Embassy/ Consulate in addition.
- The COMELEC may require additional data to establish your identity.
- Regular Voters
- Three copies of the application form to fill up : Application for Registration. These should be accomplished before proceeding to the Office of the Election Officer (OEO) to save on time but it must only be signed and thumb marked before the EO.
- Your valid ID with photograph and signature such as:
- Employee’s identification card, with the signature of the employer or authorized representative.
- Postal ID.
- PWD Discount ID.
- Student’s ID or library card, signed by the school authority.
- Senior Citizen’s ID.
- Driver’s license.
- NBI clearance.
- Passport.
- SSS/GSIS ID.
- Integrated Bar of the Philippine (IBP) ID.
- License issued by the Professional Regulatory Commission (PRC).
- Certificate of Confirmation issued by the National Commision on Indigenous Peoples (NCIP) in case of members of ICCs or Ips and
- Any other valid ID.
- In the absence of any of the above-mentioned identification documents, the applicant may be identified under oath by any registered voter of the precinct where he/she intends to be registered, or by any of his/her relatives within the fourth civil degree of consanguinity or affinity. No registered voter or relative shall be allowed to identify more than three applicants. Community Tax Certificates (cedula) and PNP clearance shall not be honoured as valid identification documents for purposes of registration.

- Apply for registration as a voter and obtain the Voter ID

- Visit a suitable office in the Field Registration Centers : Field Registration Centers or the List of Consular Jurisdictions List of Consular Jurisdictions to accomplish the application form.
- Present the required documents and submit to a biometrics capture. For the complete processing of your application, please inform the DFA-Overseas Voting Secretariat (DFA-OVS) or the COMELEC-Officer for Overseas Voting (COMELEC-OFOV) through the nearest foreign service post of your mailing address where you will be located at the time of the election period.
- You may regular check the website of the COMELEC COMEMEC or DFA-OVS DFA-OVS if your application has been approved. You may also check with your Embassy or Consulate and obtain your Voter ID.
- Regular Voters
- Visit a suitable office of the Commission on Elections Election Commission Office and present the required documents. The applicant’s status of registration will also be verified and this may be done using a computer application at the OEO.
- After a successful verification of your identity, you shall be given three copies of the application form to fill up. Please complete them, sign and thumbmark before the EO. Your biometrics will then be digitally captured using the Voter Registration Machine (VRM) by an authorized VRM Operator.
- An Acknowledgement Receipt will be given to you afterwards. The voter ID will be issued to you, it shall serve as a document for your identification. The Voter ID card is a valid ID that is recognized by all government offices and banks for your identification purposes. It is, however, not a requirement for a person to vote.

Disqualifications to Register
- The following are disqualified from filing applications for registration:
- Any person who has been sentenced by final judgment to suffer imprisonment for no less than one year, such disability not having been removed by plenary pardon or amnesty
- Any person who has been adjudged by final judgment by a competent court or tribunal of having committed any crime involving disloyalty to the duly-constituted government, such as, rebellion, insurrection, violation of the firearms laws, or any crime against national security unless restored to his/her full civil and political rights in accordance with law and
- Insane or incompetent person as declared by competent authority unless subsequently declared by proper authority that such person is no longer insane or incompetent.
- The records of registered voters who possess the above disqualifications will be deactivated.
