Applying process in Azerbaijan.

a. Apply In-Person
  1. Police clearance certificate can be applied at Ministry of Interior.

  3. Application forms can be obtained from the respective office or can be downloaded from this link: Form Please select application letter option under required documents.
  4. Go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  5. Please follow as per authorities guidelines and submit the completed application along with documents. Applicant should pay for any charges if required as advised.
  6. This application will be processed by respective department.
  7. The certificate can be collected from the office where applicant applied in person or will be delivered through mail upon notification or issued as per norms.

Applying process - overseas.

a. Apply embassy or consulate in person
  1. Applicant can apply at their nearest embassy or consulate in person. Link to locate the embassy or consulate: Republic of Azerbaijan
  2. Application form can be obtained from the embassy or consulate.
  3. Call the office and fix appointment for personal visit. Also find out the details for this procedure.
  4. On the scheduled date, go to the office with all the document in original and in copy. Please follow as per officer guidelines to process your application.
  5. This application will be processed by the respective department. The completed certificates are forwarded to the concern.
  6. Applicant shall collect the certificate with the respective office upon notification or can get it delivered as per norms applicable.

  • Age: 18 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 18 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

Need for the DocumentEdit

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

This certificate, to be obtained from the applicant's home district or last place of residence, should cover the last ten years. A certificate should be submitted in respect of each accompanying dependant over the age of 16 years.

Applying In Person:

Supporting Documents: Carry originals of all the supporting documents to be presented to the Consular Officer (photocopies of which are to be attached with the application). In case you are not able to present the original documents at the counter, bring notarized copy of documents being attached to the application. Ensure that notarized copy is legible, otherwise Consulate may ask to see the original. However, the passport and the document (which is to be attested) should be presented in original.

Applying by Mail:

Supporting Documents: Photocopy of all supporting documents should be notarized and attached to the application. Do not send any original documents except the PASSPORT and the document to be attested.

You are asked to certify that the personal information you have provided on the completed application form is correct. If it is subsequently discovered, for example as a result of a check of police records, that you have provided false or misleading information, or omitted to provide information that resulted in the application being false or misleading, you will have committed an offence.

Certificate of criminal record (Annex No1) or police clearance certificate (Annex No.2) are issued only in the Azerbaijani language. Certificates signed by the chief are registered and authenticated by official seal.

The certificate is issued to the applicant or his(her) duly authorized representative.

The following information shall be specified in the certificate concerning any unserved or unexpunged conviction:

  • full name of the person carrying out the check in respect of the applicant;
  • date of birth;
  • place of birth;
  • date of conviction and name of the sentencing court;
  • relevant article of the Criminal Code of the Republic of Azerbaijan (number and name);
  • term and type of sentence and the date and basis of release.



Other uses of the Document/CertificateEdit

A police clearance certificate is a copy of your criminal record or a declaration of the absence of any criminal record. Police clearance certificates are different in each country and territory and may be called police certificates, good conduct certificates, judicial record extracts, pcc, etc. They are issued by police authorities or government departments and used by Citizenship and Immigration to prevent individuals who possess a risk to Country's security from entering the country.

OthersEdit

The Information Center of the Ministry of Internal Affairs, located at 7 Husi Hajiyev Street, Baku, maintains a centralized database of police records.

Individuals residing in Azerbaijan may apply for a police certificate in person upon direct application to the Ministry of Internal Affairs. Application along with a copy of the passport can be submitted to the Ministry every day from 9:00am to 18:00pm. The processing time for an application is approximately 15-20 days. There is no fee.

Individuals living outside of Baku can apply for a police certificate through a relative or friend living in Baku (power of attorney) or by mail with a written request stating the type of record required and the purpose for which the information is being sought.

Azeri citizens residing abroad may apply for a police certificate at the Azeri Embassy in the country of their residence by filling out the application form and submitting the copy of the passport, or they may sign a power of attorney for a relative to apply in person on their behalf.
