Procedure

To apply to Renew Fertilizers (Retail, Wholesale) License the applicant must follow the below procedure.
Apply In-Person

1. The applicant has to reach out to the License Registering Authority of the respective state agriculture department requesting the application renewal form for applying the license.
2. The contact link for agriculture department is available at the location & Contacts section below.
3. The licensing officer grants the application renewal form after receiving the prescribed fee from the applicant.
4. If the fertilizer is sold at more than one place, separate applications for renewal license shall be issued in respect of every such place.
5. The licensing officer accepts the renewal request only if the applicant satisfy the eligibility criteria as mentioned in the eligibility section.
6. The applicant can fill up the requested details and then submit the application renewal form to the licensing officer.
7. The application fee can be sent as demand draft along with the application renewal form, supporting documents and sale of the preceding year.
8. The verification officer after validating the application renewal form and the documents will provide you with an acknowledgement slip.
9. Collect the acknowledgement slip and keep it safe for future reference. The application will be processed further internally by the concerned authorities.
10. In case of wholesale license the joint director, for retail license the chief agriculture officer concerned will scrutinize the application .This process takes 10 days.
11. The applicant will get intimation for inspection of premises through post or mobile in case if required. The officials will inspect the premises where the fertilizer is sold.
12. The reports are submitted to officer for reference.
13. The licence officer may, after giving an opportunity of being heard, refuse to renew the licence.
14. If all the criteria is satisfied the license will be renewed. Once the license is ready, the applicant will receive an SMS or call on the registered mobile number to collect it.
15. The final processing of the application generally takes 5 days .
16. The applicant can collect their renewed license copy from the licensing officer at the office by providing the acknowledgement slip.

Apply Online

1. First one has to make sure that all the required documents are in hand to apply online.
2. Please use the following link to apply online Assam .
3. In this page please in case of existing user enter the login id & password and click "submit". If not then click “New User? Register Here” option at the right side of the page.
4. Complete the registration form enter the captcha shown and click “Validate” tab.
5. Now enter the Email and SMS OTP in the appropriate textbox and click “Submit” tab.
6. In this page you can see the confirmation message about your registration process. Now go back to the login page to avail the service.
7. Now enter your username and password in the textbox and click “Submit” tab.
8. Now click “View all available services” option under “Apply for services” section on the left side of the page.
9. In the second page you can find the respective application option.
10. Now you have to download the declaration form. Then upload the filled form in the upcoming “Attach Enclosures” section. Now click “Proceed to apply” tab.
11. Now complete all the sections with valid details. Select applicable options from the dropdown menu.
12. For making payment select “Make Payment “option displayed below on the right.
13. Default option “Treasury Challan / Bank receipt “ is checked and the charge is displayed enter the Challan No and Challan date values and select Make Payment option .
14. Now click the checkbox against “I Agree”.
15. Then enter the verification text in the textbox and click “Submit” tab.
16. Now application will be processed by respective department.
17. Applicant gets update of the application status in his mobile through SMS.
18. Applicant shall use the application number/id to track the application through online portal.
19. Please follow the page prompt to acquire the license as notified.
20. The user will get the notification in his dashboard which can be downloaded.

The below documents are required
1. No Objection Certificate/Trade license from Panchayat/town committees/Municipality
2. “O” Form from Manufacturing/Importing Company.
3. Manufacturing licence of the concerned company.
4. Product test report from any one of the notified laboratories.
5. Report of the DAO regarding Godown & infrastructure facility.
6. Recent passport size Photograph.
7. Address Proof of proprietor (Driving Licence, electricity bill, photocopy of Bank pass book etc.)
8. Identity Proof of proprietor (Driving licence, Pan card/ Adhaar card/ Voter ID card etc.).
9. Product sale report for last 3 years countersign by DAO (as per format)
10. Integrated Fertilizer Monitoring System (IFMS) Registration ID

Eligibility

• Every person shall along with his application for renewal of a license to undertake operation of fertilizer, file a certificate from the principal whom he represents or desires to represent.

• Any person who applied for renewal of license for undertaking pest control operations should complete 15 days certificate course from any State Agriculture University or Krishi Vigyan Kendras or National Institute of Agri Extn. Management (MANAGE) or National Institute of Rural Development and panchayati Raj (NIDPR) or Fertiliser Association of India or any other approved Govt. Institute. Provide that a person in possession of one of below mentioned qualifications.

i) Bachelor of Science in Agriculture from a recognised University or Institute. Or

ii) Bachelor of Science in Chemistry from a recognised University or Institute. Or

iii) Diploma in Agriculture Science from a recognised University or Institute. Or

iv) Certificate course on Agri-Inputs for a minimum period of six months from National Institute of Agricultural Extension Management (MANAGE), National Institute of Plant Health Management (NIMPH) and other Government approved Institute

Fees

Rs 500/- renewal fees in the Head of 0401-Crop Husbandry-105-Sale of Manures & Fertilizers

Details as follows:
a)Inorganic Fertilizer –Rs 500/-
b) Micro nutrient –Rs 500/-
c) Bio Fertilizer –Rs  500/-
d) Physical/Granulated/Special Mixture of Fertilizers -  Rs 500/-

Rs 50/- renewal fees in the Head of 0401-Crop Husbandry-105-Sale of Manures & Fertilizers

Details as follows:

Validity

A license granted is valid for a period of 3 years unless suspended or cancelled.

Instructions

• The license and any certificate of renewal shall be kept on the approved premises and shall be produced for inspection at the request of an officer appointed under the Act or any other officer or authority authorized by the licensing officer.
• Any change in the name of the expert staff, named in the licence, shall forthwith be reported to the licensing officer.
• An application for the renewal of a licence shall be made before its expiry and if such an application is made after the date of expiry but within three months from such date.
• One can apply for renewal with additional late fee of Rs.500/- within one month from date of expiry of the validity of the wholesale fertilizer license.
• The Holder of the certificate shall comply with the provisions of the Fertilizer Control Order 1985 and the notification issued there under for the time being in force
• The holder of the Certificate shall from time to time report to the Registering Authority any change in the premises of sale depot and godown attached to sale depot
• The industrial dealer shall submit a report to the central Government by the 15th of April for the preceding year, showing the opening stocks as on 1st of April of the reporting year, source wise receipts during the year, sale and closing stocks of fertilizers along-with the source wise purchase/sale price
• The wholesale dealer or the retail dealer except where such a dealer is a state Govt. a manufacture importer or pool handling agency shall not sell fertilizers for industrial use and as the case may be an industrial dealer for Agriculture use.
• An application for renewal is made before the expiry of the licence and the order regarding refusal or renewal is passed after the expiry of the licence, the applicant shall be deemed to have been carrying on his business in accordance with the expired licence till the date of communication of the final order on that application.
• Where an application for renewal is made after the expiry of the licence with late fee, the applicant shall be deemed to have been carrying on his business in accordance with the expired licence (from the date of expiry) till the date of communication of the final order on that application.
• The licence shall continue to be in force until it is renewed or revoked

Need for the Document

Every holder of a Wholesale, Retail fertilizer license, desiring to renew the certificate, shall, before the date of expiry of the said certificate of manufacture make an application to the registering authority

Information which might help

• The whole sale dealer shall submit a report to the Registering authority with a copy to the Enforcement Inspector, Fertilizer or such other Officer as the State Government may notify in whose jurisdiction the place of business is situated, by the 5th of every month, showing the opening stock, receipts sales and closing stocks of fertilizer in the preceding month. He shall also submit in time such other returns as may be prescribed by the Registering Authority.
• The industrial dealer shall submit a report to the central Government by the 15th of April for the preceding year, showing the opening stocks as on 1st of April of the reporting year, source wise receipts during the year, sale and closing stocks of fertilizers along-with the source wise purchase/sale price.

If the requestor for renewal of license has failed to comply with the conditions subject to which the license was granted or has contravened any of the provisions of this Act or the rules made there under. Then, without prejudice to any other penalty to which the renewal request of the license may be liable under this Act, the licensing officer may, after giving the requestor of the license an opportunity of showing cause, revoke or suspend the license.
