Procedure

Apply In-Person:

1. To apply for the cracker and explosive license approach the concerned district magistrate who is regulated under Deputy Commissioner of general administration department of your district.
2. Obtain the application form from the Deputy Commissioner office.
3. Make sure that you have all the proper documents mentioned in the “Required documents” section below.
4. Submit the form to the concerned District Magistrate or Deputy Commissioner office along with the required documents. More details about the Deputy Commissioner office location is provided in the following link : Address
5. Refer the Deputy Commissioner Office location mentioned in the “Office location & contacts” section below.
6. After the application form is processed, an enquiry officer will make a thorough verification regarding your address proof which you have submitted along with the form, criminal records, if any and some general investigations.
7. You will be receiving the acknowledgment slip after the successful verification.
8. A license with 1-year expiry period will be issued by the authority after verifying all the details submitted by the applicant.
9. Collect your license from the office where you have applied after 2-3 weeks of submission.
10. After the expiry period, the applicant should follow the same procedure to obtain the license.

Apply Online:

1. To apply for cracker and explosive license, the applicant need to visit the following link. Link: Apply Online
2. The applicant need to enter the valid login id and password.
3. If the applicant does not have a login id, the applicant need to create a new one by clicking “New user” button in the portal.
4. After successful login in the home page, look for “apply online” button and select the cracker and explosive license options.
5. The applicant need to make sure that they are following the instructions that appear on that webpage.
6. The applicant need to download the form- 4 as appended to Cracker/Explosive Act 1984 available in the following link: Form link
7. The applicant need to fill all the mandatory details including, applicant’s name, mobile number, name of the shop or business, email ID, applicant’s address details, shop’s address details, license type (permanent, temporary), application type (self, partner, firm), purpose of license.
8. Once the details are filled, the applicant need to scan the form- 4 and submit it through the portal.
9. After submission, an acknowledgment message with a reference number will be generated.
10. Once all the verification is over, the applicant will be notified through SMS in the registered mobile number.

Apply Online through Eodb:

1. To Apply for Cracker and Explosive License, the applicant has to make the application online via link
2. The applicant has to select the details Processing Location/ District Administration where the application is being submitted.
3. And enter the personal details of the applicant.
4. Followed by uploading all the necessary documents which are mentioned in the “Required Documents” section of this page.
5. Pay the fee amount as required.
6. Also, the applicant has to enter all the details about the explosive and cracker details.
7. After completing all the details, the applicant has to click the “I agree” button.
8. Followed by clicking the “Submit” button.
9. After submission, an acknowledgment message with a reference number will be generated.
10. Use that reference number to check the status of the application.
11. Once all the verification is over, the applicant will be notified through SMS to the registered mobile number.
12. The applicant can download the license from the portal.
13. This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.

Eligibility

• Applicants must be above 18 years old.
• Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
• Has not been ordered to execute under Chapter VIII of the Code of Criminal Procedure, 1973 (2 of 1974), a bond for keeping the peace or for good behavior, at any time during the term of the bond.
• Whose licence under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, 1978, for contravention of the provisions of this Act or of the rules Explosives Act, at any time during a period of five years from the date of cancellation of such licence.

Fees

License fees levied as per amendment fixed by Government of India time to time.

Validity

License is valid only for one year from the date of issue.
