Procedure

Following are the ways through which you can apply for cracker and explosive license in Arunachal Pradesh.

Apply In-Person:
To apply for the cracker and explosive license approach the Deputy Commissioner of police of your district.

1. Download the form- 4 as appended to Cracker/Explosive Act 1984 from the below link Form 4
2. Make sure that you have all the proper documents mentioned in the “Required documents” section below.
3. Submit the form to the Deputy Commissioner office along with the required documents. More details about the Deputy Commissioner office location is provided in the following link All DistrictsAfter visiting the district’s webpage select your district and it will direct you to the concerned district’s official portal. Now click “about district” from that page and select “who’s who” to know about DC office location.
4. Refer the Deputy Commissioner Office location mentioned in the “Office location & contacts” section below.
5. After the application form is processed, an enquiry officer will make a thorough verification regarding your address proof which you have submitted along with the form, criminal records if any and some general investigations.
6. You will be receiving the acknowledgment slip after the successful verification.
7. A license with 1-year expiry period will be issued by the authority after verifying all the details submitted by the applicant.
8. Collect your license from the office where you have applied after 2-3 weeks of submission.
9. After the expiry period, the applicant should follow the same procedure to obtain the license.

To apply for the cracker and explosive license in Arunachal Pradesh through online follow the procedure given below

1. Click on the link Apply online to visit official website of petroleum and safety organization.
2. Enter the valid login id and password.
3. If you don’t have a login id create a new one by clicking “New user” in the portal.
4. After successful login, in the home page look for “apply online” and select the cracker and explosive license options.
5. Make sure that you are following the instructions that appear on that webpage.
6. Fill all the mandatory details.
7. Download the form- 4 as appended to Cracker/Explosive Act 1984 from the below link Form 4
8. Scan the form- 4 and submit it through the portal.
9. After submission, an acknowledgment message with a reference number will be generated.
10. Use that reference number to check the status of your application.
11. Once all the verification is over, you will be notified to download your license.

Apply Online through E-Services

1. To Apply for Cracker and Explosive License, the applicant has to make the application online via link
2. The applicant has to select the details Processing Location/ District Administration where the application is being submitted.
3. And enter the personal details of the applicant.
4. Followed by uploading all the necessary documents which are mentioned in the “Required Documents” section of this page.
5. Pay the fee amount of Rs. 500.
6. Also, the applicant has to enter all the details about the explosive and cracker details.
7. After completing all the details, the applicant has to click the “I agree” button.
8. Followed by clicking the “Submit” button.
9. After submission, an acknowledgment message with a reference number will be generated.
10. Use that reference number to check the status of the application.
11. Once all the verification is over, the applicant will be notified to download the license.
12. This entire process can be completed within 2- 3 weeks or as per the timeline advised by the respective department authority.

Required Documents

Following are the list of documents that has to be enclosed along with the application form to get cracker and explosive license

• Proof of Identity (identity card, driving license, ration card, passport).
• Description of place for where the storage is intended to be carried out.
• No objection certificate of the tenant if the business is intended to be carried out on the land of tenant other than the applicant.
• The recent copy of Form-F of the land housing Storage Facility.
• Aadhaar card.
• Two recent passport size photographs.

Eligibility

• Applicants must be above 18 years old.
• Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
• Has not been ordered to execute under Chapter VIII of the Code of Criminal Procedure, 1973 (2 of 1974), a bond for keeping the peace or for good behavior, at any time during the term of the bond.
• Whose license under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, 1978, for contravention of the provisions of this Act or of the rules Explosives Act, at any time during a period of five years from the date of cancellation of such license.

Fees

License fee of Rs. 500 will be charged for 600kg.

Validity

License is valid only for one year from the date of issue.
