Applying for a Learner's Permit

  1. Submit an application to obtain a learner's permit to the Office of the Commissioner of Inland Revenue. Your application must be in the form prescribed by the Office of the Commissioner and must bear your signature.
  2. Submit the completed form along with all other required documents.
  3. Pay the application fee.


Taking the theory test:

  • Students must present their valid learner's permit
  • Must be in the exam room fifteen (15) mins before the start of the exam
  • Do not forget to bring a pen or pencil
  • Turn off cellular phones or any other electronic devices while taking the test
  • If you are not feeling well: You must reschedule your theory test if inflicted with influenza, or any other illnesses that could interfere with performance on the test.
  • Present permit when collecting the result for the written test.


Taking the practical exams:

  • You must have passed first the theory exam.
  • Present receipt of payment in order to book a date.
  • Must have a medical certificate advising of suitability to take the test if visibly pregnant.
  • Must have had a minimum of 40hrs instructions from an approved driving school.
  • Avoid wearing slippers when you take the test.

Learner's permit - conditions and restriction:

  • The holder may only drive on roads and at times mentioned in the permit.
  • The learner shall not use a public service vehicle carrying passengers for the purpose of learning to drive
  • When learning to drive a motor vehicle (other than a motor cycle) the learner shall have sitting next to him, for the purpose of instructing him, a licensed driver; and
  • The motor vehicle shall carry such identification marks as may be specified in the permit:
  • A learner and the person accompanying him for the purpose of instruction, shall each be liable for any offence or damage to any property.
