Procedure

For a nurse/midwife to practice in Angola he or she should be registered and licensed with the Nursing Council of Angola. It is the responsibility of the Council to ensure that all nurses/midwifery that are within its jurisdiction meet a certain level of competence before starting their practice. Thus, licensing examination and clinical placement are administered to the health practitioner to ascertain that the applicant meets all qualifications before being fully registered and issued a practicing license.

Apply in Person:

Registration for Student (Locally Trained Nurse)

1. Nurses/midwives who wish to be entered into the council Nursing/midwife roll/register are required to show that they have attained the required competency by council standards.
   • Applicants should refer to the “Eligibility” section of this page to confirm eligibility and contact the council to begin the registration process.
2. Applicants collect all relevant application forms to be completed for Registration and Licensing to Practice Nursing/midwife with respect to the requirement from the council office.
3. Carefully complete the forms with appropriate information under relevant sections. But don’t forget to attest the forms with your signature once completed.
4. Once completed, attach all the documents listed in the “Required Documents” section before submitting the complete registration dossier to the council Registry office. Don’t forget to make the stipulated payment as directed by the council.
5. Upon receipt of the complete registration dossier, the Registrar will check the documents for completeness and authenticity. If everything is the in the order he shall forward all applications to the department responsible for examination and verification processes.
6. Once the verification and validation processes are over and if the application is found sufficient, it will be approved and the officials will proceed to take the required steps.
7. Applicant will be registered and notified to collect his /her Registration certificate, Log Book for rotation, and provisional Practicing license via text or phone call. One is required to bring proof of identification when collecting the documents.

Registration of Foreign-Trained Nurses and Midwives

1. Where the applicant has studied or worked abroad (Citizen/ foreigner) and wishes to be entered into the council Nursing/midwife roll/register he/she is required to show that they have attained the required competency by council standards. Applicants should refer to the “Eligibility” section of this page to confirm eligibility and contact the council to begin the registration process.
2. Please note that the application shall also be accompanied by all applicable fees and should be deposited as prescribed and proof of payment shared with the ministry office.
3. Upon receipt of the complete registration dossier as listed under the “Required Documents” section below, the Registrar will check the documents for completeness and authenticity. If everything is in the order he shall forward all applications to the department responsible. which shall then verify the applicant's qualifications with the relevant training school and board of nursing/midwifery from the respective country.
4. Upon being satisfied with the information provided by the respective institution, candidates will be shortlisted and invited for an oral interview by the Registration and Licensing Committee. Based on the results of the oral interview, successful candidates may be invited to sit a written exam or proceed for a clinical placement to acquaint themselves with healthcare systems in Angola for a period to be determined.
5. Candidates are issued with a Log Book for rotation, a registration certificate, and a provisional Practicing license. One is required to bring proof of identification when collecting the documents.
6. The foreign Nurses/midwives will be required to serve Mandatory services for years. After years of satisfactory service in Angola, they are transferred from the Provisional register to the Main register.

Eligibility

• To be of good reputation and commendable conduct.
• To have never been sentenced in a felony or misdemeanor (for a custodial penalty in a crime involving moral turpitude or breach of trust, unless rehabilitated in either case). In short, not to have a criminal record.
• To have attained one of the following academic degrees:
• A Bachelor of Science in Nursing from one of Angola’s high institutes, or an equivalent degree elsewhere than in Angola, which the Ministry of Health/council. recognizes as equivalent to the qualification by examination required by the Association.
• A Diploma from a healthcare institute affiliated with the Ministry of Health (nursing division) or an equivalent degree.

Validity

• The validity of the registration certificate shall be mentioned on the document and while the practice license shall be subjected to renewal and payment of an annual practice fee as may be prescribed by the Ministry Office, this should be submitted on time before the lapse of the current practice license, to allow enough time for the renewal due process to be completed.
