Procedure

To bid for a government contract Individual/establishment has to register themselves as an approved contractor. The contractors classified under different class (Class-I/Class-II etc) are eligible to bid for different levels of government contracts.

Apply In-Person:

1. Applicant shall apply with the chief engineer of the respective PWD (Public works department) Divisional office.
2. Make sure that you are eligible for applying.
3. Go to the respective office.

5. Consult with the designated authority. Obtain the application form or write on an A4 sheet as advised.
6. Application form can also be downloaded using the following Link Refer page number 25 to get the application form.
7. Submit the completed application form along with required documents.
8. Submitted application will be verified by the authorities. If all are in place, applicant will be provided with acknowledgement for the submitted application.
9. Please pay the required fees/charges as appropriate and get the receipt from the department.
10. This application will be processed internally.
11. Once the applicant is found eligible, License will be granted as per applicable norms.
12. License will be delivered to the address mentioned while applying or it will be delivered as per notification.

Note:

• Applicant will be asked to meet the concerned authority for interview.
• Department authority may conduct inspection of the workshop or the facility of the applicant
• It is advised to submit additional set of copy of the documents and get counter signed for your safety while applying with government department.

• ID proof (Driving License/Voter ID/PAN Card/Aadhaar/Ration Card with address)
• Residence proof (Passport/Driving License/Voter ID/Aadhaar)
• Self-Affidavit as advised
• PAN Card
• Up-to date GST/VAT clearance certificate as appropriate.
• Up-to date labour license (for Construction works)
• Up-to date Bank solvency certificate
• Passport size photograph
• Police Verification report/Valid Passport
• Caste Certificate (if applicable)
• Details of staff employed as applicable as per class applied for
• Details of machinery/equipment
• Solvency certificate from a scheduled bank
• Work orders and works done/ work completion certificates as prime contractor in other Government Department / Government undertaking/ Board/ Committee/ Government Corporation/ Central Public Enterprise under Government of India reflecting nature of work/ demonstrating experience for five years.
• In case of Partnership Firm:
  • Firm Registration Certificate
  • Partnership Deed
  • Power of Attorney
  • In case of Company
  • Certificate of Incorporation
  • Memorandum of Association & Article of Association
  • Power of Attorney
• Aadhaar card

Eligibility

• An Individual or a firm shall apply

• Applicant should not be a
  • Retired Engineer of Gazetted rank or
  • Gazetted Officer employed on Engineering or
  • Person who held administrative duties in any engineering Department of the Government of India during the last two years.
