ProcedureEdit

Apply In-Person:

  1. The document writer license is issued by the licensing authority through the Registering Officer in which the licensee resides. Contact Link
  2. The application form i.e., “FORM ‘A’ in Appendix-IX “for the document writer license should be obtained from the nearest registration office.
  3. Check all the eligibility criteria to obtain the document writer license in the Eligibility section.
  4. Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
  5. The filled in application has to be submitted to the licensing authority either in person or via post with the necessary fee.
  6. The complete fee details are mentioned below in the “Fees” section of this page.
  7. The notification for the exam is given by the Inspector General of Registration in the Andhra Pradesh Gazette from time to time.
  8. Further details of the exam are given in the “Instructions” section of this page.
  9. If the applicant is eligible, then the document writers license will be approved and issued to the applicant by the licensing authority through the Registering Officer in which the licensee resides.

EligibilityEdit

To obtain the document writer license,

  • The individual should not be less than 18 years of age.
  • Any individual who holds a degree in law of a University in the State or its equivalent.


OR

  • Any individual who was enrolled as an advocate under the Advocates Act, 1961 (Act 25 of 1961).
  • Any individual who is a retired officer of clerical rank, or who the Sub-Registrar exam in the Andhra Registration Department.
  • Any individual who passes “The Document Writer’s Licensing Test” conducted by the State Government.
  • “The Document Writer’s Licensing Test” is officially conducted by the Inspector-General of Registration of the respective district.


Exceptions: The license is provided without the basic eligibility to:

  • Any individual who is well conversant in preparing deeds of conveyance.
  • The individual will be examined by the Inspector General of Registration on their knowledge on deed writing.



FeesEdit

The fee structure for granting document writer license is:
Fresh License:

  • For more than one Zone – Rs.1200.
  • For more than one district in the zone – Rs.900.
  • For one district – Rs.600
  • For one sub-district – Rs.450
  • For any one village – Rs.225.


Renewal Fee:

  • For more than one Zone – Rs.400.
  • For more than one district in the zone – Rs.300.
  • For one district – Rs.225.
  • For one sub-district – Rs.150.
  • For any one village – Rs.75.


For duplicate/Lost/Damaged License – Rs.10.



ValidityEdit

  • The license is valid till 31st December of ever year, irrespective of the issued date.
  • The license has to be renewed by paying renewal application fee.
  • The license renewal application has to be made two months before the expiry date.

InstructionsEdit

EXAMINATION - The Document Writer’s Licensing Test:

  • The exam is conducted by the Inspector General of Registration.
  • The fee, time, place, and the language of the examination is notified by the Inspector-General of Registration from time to time in Andhra Pradesh Gazette.
  • The candidates are tested on:
  • The Indian Registration Act, 1908 and the rules and the table of fees thereunder.
  • The Indian Stamp Act, 1899, and the Rules thereunder.
  • The Transfer of Property Act, 1882 and
  • A standard book on drafting documents.
  • The merit list of the eligible candidates will get published in the Andhra Pradesh Gazette.

  • The details to be filled in the application form are;
    • Full name with father's/husband's name
    • Permanent address, local address
    • Age and date of birth
    • Nationality
    • Educational qualifications if any whether he has passed the Document Writer's Licensing test
    •  Service as Document Writer with approximate number of documents prepared and presented for registration during the past one year
    • if possessing a Degree in Law or Pleader ship certificate;
      • particulars with length of service at the Bar if any,
      • Whether dismissed or suspended at any time from practicing by any order of a competent court.
    • If retired from Government Service in Registration Department;
      • the post held immediately before retirement,
      • whether passed the tests prescribed for Sub-Registrar's post,
      • whether dismissed or compulsorily retired for misconduct
    • Nature of License – Village/Sub-district/ District/ State
    • State here the amount, number, date of challan receipt and the name of the treasury
    • Has an application for license ever been refused? If so when and for what reason, give particulars
    • Nature of License
    • Amount paid to Treasury/Date
    • Signature
