Following are the ways through which you can apply for cracker and explosive license in Andaman and Nicobar.

Apply In-Person:

  1. To apply for the cracker and explosive license approach the Deputy Commissioner of Police of your district.
  2. Please get the appropriate application form form the concerned official.
  3. Make sure that you have all the proper documents mentioned in the “Required documents” section below.
  4. Submit the form to the Deputy Commissioner office along with the required documents. More details about the Deputy Commissioner office location is provided in the following District Adminstration
  5. Refer the Deputy Commissioner Office location mentioned in the “Office location & contacts” section below.
  6. After the application form is processed, an enquiry officer will make a thorough verification regarding your address proof which you have submitted along with the form, criminal records, if any and some general investigations.
  7. You will be receiving the acknowledgment slip after the successful verification.
  8. A license with 1-year expiry period will be issued by the authority after verifying all the details submitted by the applicant.
  9. Collect your license from the office where you have applied after 2-3 weeks of submission.
  10. After the expiry period, the applicant should follow the same procedure to obtain the license.

Apply Online:

  1. To apply for the cracker and explosive license online, click on the Link. You will reach the login page.
  2. Enter the valid User id and password to login.
  3. If you don’t have an Account create a new one by clicking “New User?” While registering, you need to remember the following things:
    • Please fill all mandatory Fields.
    • While entering User Id check availability for that User Id. If User Id is available then you can register otherwise try for other User Id.
    • Password must be between 6 and 10 characters, contain at least one digit (1 to 9) and one Capital alphabetic character (A to Z), and one valid special characters (@#$%^&+=).
    • Enter your valid email id because after successful registration you will receive email from PESO on your email id which you have mentioned at the time of registration.
    • Note down the User Id and password you have entered before you exit the screen.
    • Then finally, Click on “I accept Create My Account” to create new account. And login using the newly created Id and password.
  4. After successful login you will get to a screen called “User Dashboard”. If you have an Existing License Click on “Portfolio”. Your dockey will be shown. OR If you want to add new Dockey click on “+” button.
  5. If you have more than one license you can add all your licenses by clicking on “+” button next to “Add Portfolio”. In the next screen, select Rule license form no. and enter valid dockey then click on “Get Details” Button.
  6. You will get your license details. Enter verification Text and click on “Add New Dockey No”.
  7. You can see your Licenses in the portfolio. To Apply For Amendment, Grant of license, Duplicate License, Renewal, In‐Supersession Click on “Apply” Button.
  8. Select Subject: any one of (Amendment, Grant of license, Duplicate License, Renewal, In‐Supersession), Enter Applicant Name and Click on “Apply” Button
  9. After Clicking “Apply” Button, Click on “Licensee Details”. You will get your details. You can’t edit or change details as it already had been submitted at the time of grant of license. (In case of Renewal you need not enter anything In case of Amendment or Grant of license enter the required details and save)
  10. Click on “Site details Premises Address” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and save)
  11. Click on “Annexure Details” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and ADD or Update)
  12. Click on “AE3‐>Form5” (Other details). (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and save)
  13. Click on “Explosives details” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and Add or Update)
  14. Click on “Drawing and Document Details” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and Add or Update)
  15. Click on “Technical Person” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and Add or Update)
  16. Click on “Auth. Persons” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and Add or Update)
  17. Click on “DE1‐> Form 17” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and save)
  18. Click on “NOC Details” (In case of Renewal you need not enter anything. In case of Amendment or Grant of license enter the required details and Ad or Update)
  19. Only after saving all tabs above, Click on “Apply to Office”. Select the office name where you want to apply.
  20. Select office from dropdown and save. This will give the complete address of the office where you will have to send the printed application along with required documents.
  21. Click on “Save” Button.
  22. After saving Office, Click on “Payment Details” to pay the fees required for Respective subject. ( In case of Grant of Licence / renewal you will select the number of years you want to renew the license)
  23. Click on “Accept” Button to accept the fees required.
  24. Click on one of the payment methods to pay the fees required. If you choose “Online Payment” then tick the Terms and Conditions and click on “Pay Now” Button.
  25. For Online payment, Fill the details and click on “Make Payment”.
  26. You will be asked for OTP. OTP will be sent to you registered mobile no. which you had given in bank.
  27. You will get “Successful Payment” message.
  28. If you choose “Offline Payment”, select DD/BC/IPO in the Payment Tab.
  29. For Offline Payment, Fill the details and required fees and click on “Add payment”.
  30. To Edit Payment click on “Edit” button and to delete the payment click on “Delete” button.
  31. After Payment Click on “Save & Submit” Tab. Here you can see your application status. Click on “Save and Submit” Button to save whole application and submit the same at the PESO office you have selected. Remember: Once you submit the application you can’t edit or change your application.
  32. After submitting the application, click on “Print” Tab to print your application.
  33. Please sign and stamp the printed application. After that you need to attached the required documents (required as per Explosives Rules, 2008 / Ammonium Nitrate Rules, 2012), Drawings, copy of license, Original DD ( in case of DD payment), Payment receipt ( in case of Online payment) and send the signed application along with enclosures to the office address you have selected.
  34. Your application will be processed only after receipt of signed application along with enclosures.
  35. User can see the application status on “Home” page. Click on “Application Status” to see the status of your application.

Following are the list of documents that has to be enclosed along with the application form to get cracker and explosive license

  • Proof of Identity (Islander identity card, driving license, ration card, passport).
  • Description of place for where the storage is intended to be carried out.
  • No objection certificate of the tenant if the business is intended to be carried out on the land of tenant other than the applicant.
  • Form-F of the land housing Storage Facility.
  • Aadhaar card.
  • Two recent passport size photographs

EligibilityEdit

  • Applicants must be above 18 years old.
  • Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
  • Has not been ordered to execute under Chapter VIII of the Code of Criminal Procedure, 1973 (2 of 1974), a bond for keeping the peace or for good behavior, at any time during the term of the bond.
  • Whose licence under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, 1978, for contravention of the provisions of this Act or of the rules Explosives Act, at any time during a period of five years from the date of cancellation of such licence.

  • License is valid only for one year from the date of issue.
