Step 1. Choose an authorized adoption agency in Algeria or abroad:

Applicants who wishes’ to adopt a child from Algeria should conduct any legal authorized adoption services provider agency for more information on the adoption process either in Algeria or abroad


Step 2. Investigations by authorized bodies for the eligibility criteria:

Algeria embassy or consulate and Algeria
  • A prospective adoptive parent must submit a request for kafala to the Algerian Embassy or consulate
  • Once the Algerian Embassy receives this request and accompanying information, its social services division will begin an investigation of the prospective parents.
  • If the social services division provides a positive recommendation for adoption, the Algerian Embassy will forward the file to the Ministry of Foreign Affairs in Algeria, which will in turn forward the file to the Ministry of National Solidarity.
  • The Commission of the Ministry of National Solidarity will ultimately make the decision of whether or not to grant kafala
In receiving country.
  • contract and visit the government adoption authorized authority or agency that you wish to adopt through in your perspective country
  • You will be issue with an application form fill it accurately and attach all the required documents

Step 3. Be Matched with a Child:

  • If you are eligible to adopt, and a child is available for inter-country adoption, the Commission of the Ministry of National Solidarity in Algeria will provide you with a list of orphanages in Algeria that you can than consult with to determine if any eligible children are available.
  • If a child is available for adoption, the adoption parents will have to travel to Algeria for supervision, and counselling
  • If all legal requirements are meet the parents will be issued with an adoption certificate by the Registrar of Births and Deaths once the Adoption Orders are granted

Step 4. Immigrant Visa for Your Child and Bring Your Child Home:

  • The applicant will need to meet the requirements of the Government of Algeria and the receiving country immigration law
  • You will be required to apply for certain documents i.e.
A) Birth certificate
  • The birth certificate which can be obtained from relevant orphanage, astheir have birth certificate of each child placed under their care.
  • After obtaining the kafala, the adoptive parent may ask for a new birth certificate at the city hall (mairie) of the child's birthplace as listed in the original birth certificate obtained from the orphanage
B) Algeria passport:
To obtain an Algerian passport for the child, the adoptive parent will have to supply on his or her behalf the following:
  • Birth certificate;
  • Citizenship certificate (for someone born in Algeria, the birth certificate IS the citizenship certificate);
  • Residency certificate;
  • 4 photos; and
  • Tax stamp.
C) Immigrant Visa:
After you obtain the new birth certificate and passport for your child and you have to filed for an immigration visa, which allows the parent to be able to travel home with the child

EligibilityEdit

Applicant must meet the following eligibility criteria:

  • Maximum age for the man: 60 years.
  • Maximum age for the woman: 55 years.
  • Must be in good health (medical certificates required).
  • Must be a Muslim confession and Algerian nationality.
  • Decent accommodation.
  • Must have a minimum income after deduction of all charges
  • Evidence of conditions is similar for a single woman, widowed or divorced

Child must meetfollowing eligibility criteria:

  • The child is abandoned and the whereabouts of the parents/guardians are unknown.
  • The child is an orphan and there is no guardian/caregiver who is willing to take care of the child.
  • The parents/guardians of the child have given consent for the child to be adopted (parent offer adoptions).

  • The child must be of under the age of 19 years old

  • Legal fees for processing the process are required at various stages of the application process.
  • These fees vary depending in the agency which you use to facilitate the adoption process.

  • Valid period is forever unless evoked by the Child service’s authority, due to child endangerment, neglect and abuse caused to the child

The following persons are not allowed to adopt in Algeria:

  1. Is not of sound mind within the meaning of the Mental Health act
  2. Has been charged and convicted by a court of competent jurisdiction for any of the offences set out in the Third Schedule to the Act or similar offences. The prescribed offences generally include defilement, sexual offences, immoral behavior, and attempt to procure abortion, unnatural offences; and assault.
  3. Is a homosexual; accordingly, homosexuality is illegal in Algeria hence the prohibition of gay persons from adopting children.
  4. In the case of joint applicants, if they are not married to each other.
  5. Is a sole foreign male applicant
