1. To Get Certificate of Bulk Mailing (International), the applicant has to approach the USPS – United States of Postal Service link

2. The applicant has to download the form to get a bulk mailing certificate from the following link
3. The applicant has to fill in all the necessary details in the application form.
4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit the completed form and the necessary documents to the local office.

8. The fee for this procedure has to be paid as per the authority’s request.
9. Once all the verification process is done by the authority, the applicant receives a notification through a mail.
10. The applicant has to get the certificate by visiting the postal office.

Instructions

• Complete all forms in ink.
• Pay postage as appropriate — affix meter, PC Postage, or (uncancelled) postage stamps in payment of total fee due in the postage box, or if paying fee by permit imprint, enter information in the postage area at the top right of the form.
• Present the completed PS Form 3606 to a Post Office™ facility at the time of mailing — if the mailing contains 50 or more items or weighs 50 or more pounds, the mailer must present the mailing and completed form to a Bulk Mail Entry Unit.

Need for the Document

• Certificate of Bulk Mailing — International service is available only at the time of mailing and is used to specify only the number of identical-weight pieces mailed; it does not provide evidence that a piece was mailed to a particular address. This certificate is available for international mailings using postcards, unregistered First-Class Mail International Letters and Flats, unregistered First-Class Package International Service items, Free Matter for the Blind, and Airmail M-bags.
