Apply In Person

  1. To Get Certificate of Bulk Mailing (Domestic), the applicant has to approach the USPS – United States of Postal Service link
    NOTE: Enter the zip code, select the postal office and click the “Search” button.
  2. The applicant has to download the form to get a bulk mailing certificate from the following link
  3. The applicant has to fill in all the necessary details in the application form.
  4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit the completed form and the necessary documents to the local office.
  7. The office details are mentioned in the “Office Locations & Contacts” section of this page.
  8. Fee payment details are mentioned under the “Fees” section of this page.
  9. Once all the verification process is done by the authority, the applicant receives a notification through a mail.
  10. The applicant has to get the permit by visiting the postal office.

InstructionsEdit

  • Pay postage as appropriate — affix meter, PC Postage, or (uncanceled) postage stamps in payment of total fee due in the postage area, or if paying fee by permit imprint, enter information in the postage area at the top right of the form.
  • Present PS Form 3606-D and the mailing as follows:
    • When the mailing has fewer than 50 mail pieces and less than 50 pounds, present the form and mailing at a retail Post Office location.
    • When the mailing has at least 50 mail pieces or at least 50 pounds, present the form and mailing at a business mail entry unit (BMEU) or USPS-authorized detached mail unit (DMU).
  • The Postal Service certifies and postmarks (round dates) the PS Form 3606-D at the time of mailing and then returns it to the mailer as the mailer’s receipt.

Need for the DocumentEdit

  • This service is available only at the time of mailing and is used to specify only the number of identical-weight pieces mailed; it does not provide evidence that a piece was mailed to a particular address. This certificate is available for domestic mailings of First-Class Mail, First-Class Package Service, Priority Mail, USPS Retail Ground, Media Mail, Library Mail, Bound Printed Matter, Standard Mail (excluding Customized Market Mail and Marketing Parcels), and Parcel Select (including Parcel Select Lightweight) items.

  • Certificate of Bulk Mailing — Domestic service does not provide a record of delivery, and the Postal Service does not retain any copies of PS Form 3606-D. The mailer cannot use PS Form 3606-D as a certificate of mailing for individual mail pieces or itemized lists.
