Apply by Mail

1. To apply for a Permit or License to Receive Soil, the applicant has to approach the U.S. Department of Agriculture (Animal and Plant Health Inspection Service) link
2. The applicant has to download the form from the following link
3. The applicant has to make sure to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
4. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
5. Mail the completed form and the necessary documents to the mailing address of the plant health inspection service.

7. The fee for this procedure has to be paid as per the authority’s request.
8. Once all the verification process is done by the authority, the applicant receives a notification through mail.
9. The applicant has to get the permit by visiting the office or download the permit by email.
10. The processing time for this procedure is up to 7 – 14 days.

Apply Online

1. To apply for a Permit or License to Receive Soil, the applicant can make the application online in the following Link
2. The applicant has to select the “U.S Department of Agriculture & Permit Applicants” from the drop-down menu and click “Submit”.
3. The applicant has to login with their User ID and password. If the applicant doesn’t have an account, then they can click “Create Account” tab.
4. Select the User type (Customer) and enter the email address.
5. The applicant will receive email from [email protected] with the subject “eAuth – Confirm e-mail”.  The applicant has to Click the “Continue Registration" link in the confirmation e-mail.
6. The applicant will be redirected to the eAuth web site, enter your name and set up a password.
7. Don’t click “Log in to your application”. Instead, select “Manage Account”, then Update Account, then continue to login Page.
8. Enter user ID (email address) and the password and click the link (in the middle of the right side of the page) to “Verify My Identity”.
9. Select Verify My Identity Online, and Agree to the terms of service.
10. To begin the verification process, enter your address, phone, birthday and social security number.
11. The system will ask personal identity verification questions. If you are able to answer the questions, your “Verified Account” will be created.
12.  Click Continue on the “Identity Verification Success” page. And click Continue to Application on the “Account Information” page.
13. After logging in the applicant has to select “PPQ 525: “Application for permit to receive soil”.
14. The applicant has to enter all the necessary information in the application form.
15. The applicant has to make sure to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
16. Review the application and click “submit”.
17. The authority will review the application. Once all the verification process is done by the authority, the applicant receives a notification through mail.
18. The applicant has to get the permit by visiting the office or download the permit by email.
19. The processing time for this procedure is up to 7 – 14 days.
