Graduated Driver License

  • Does not apply to individuals aged 18 or older.
  • Does not apply to individuals aged 17 or older who have had valid driver licenses for six months or longer.
  • Does not apply to individuals aged 16 or older who are married and considered the head of household.
  • Does not apply to individuals who have been legally relieved of minority status (the state or period of being below the legal age).

Applicants must have a verification form provided by the Alabama Department of Public Safety (DPS), signed by a parent or legal guardian or certified driving instructor verifying that the applicant has COMPLETED a minimum of 30 hours of behind-the wheel practice. OR

Applicants are required to submit a completion form supplied by the State Department of Education (SDE) verifying that the applicant has COMPLETED an SDE-approved driver education course.


Stage I (Learners Permit):

  • Applicants must be 15 years old or older.
  • Applicants must complete the written examination and receive a passing grade. The exam is based on information in the Alabama Driver Manual
  • A learners permit authorizes its holder to drive when accompanied by a parent, legal guardian or licensed driver who is age 21 or older and occupying the front seat beside the licensee. Teens may also drive when accompanied by a licensed or certified driving instructor occupying the front seat beside the licensee.


Stage II (Restricted License):

  • Applicants must be 16 years old or older.
  • Applicants must have permission from their parent or legal guardian to receive a Stage II license (restricted) and drive without supervision.
  • Must complete road skills examination with a passing grade. The exam is based on information in the Alabama Driver Manual
  • Holders of a Restricted License must not drive during the hours of midnight till 6:00 in the morning, unless accompanied by a parent or legal guardian, a licensed driver who is 21 years or older, with parent or legal guardians consent, going to or from an event sponsored by school or religious organization, going to or from place of employment or driving for the purpose of a medical, fire or law-enforcement related emergency.
  • Restricted License holders are not allowed to have more than one passenger in the vehicle other than their parents, legal guardians or family members. They are also not allowed to use any handheld communication devices while driving.


Stage III (Unrestricted or Regular License):

  • Applicants must be 17 years old or older. Those who are age 17 must have a Stage II license for at least six months before applying for Stage III license. Individuals who are age 18 and older may apply immediately for a Stage III license (passing score on road skills exam is required).
  • Stage III license fee is $18.50 for those who present a Stage II license and receive a restriction-free duplicate. The fee is $23.50 for those who did not obtain a Stage II license prior to turning age 18.

  • To make the process much easier, appointments for the road skills examination (for Stage II license) can be scheduled. Appointments can be scheduled up to two weeks in advance, contact your local license office. They are available in Montgomery, Huntsville, Birmingham, Tuscaloosa and Mobile.
  • Walk-ins are welcome at all testing sites.

Learner's License (age 15):

  • U.S. birth certificate (certified and issued by the Bureau of Vital Statistics (photocopoies will not be accepted).
  • Social Security card. *

Driver or Learner's License (age 16 and older):

  • Two forms of identification, at least one of which contains a photograph (one form must be from the primary list, in addition to the Social Security card) or three forms of non-photo identification (one form must be from the primary list, in addition to the Social Security card).

  • Acceptable school enrollment form or proof of graduation (if younger than 19 and applying for the first time).**

  • Medicare/Medicaid identification card (if Social Security number is followed by the letter A).

  • Certified letter from school officials stating student is enrolled.

Applicants who are 18 years old or older, who wish to complete all testing for a license must have a licensed driver, proof of car insurance and a vehicle that will pass inspection.

Note:

  • The Alabama Department of Public Safetys Driver License Division does not accept checks. Cash or money orders are accepted.
  • License fees are subject to change and may be slightly higher in counties where local legislation permits a higher fee.

License - Classes:

  • Class A: Any combination of vehicles with a gross combination weight rating (GCWR) of 11,794 kilograms or more (26,001 pounds or more) provided the GVWR of the vehicle(s) being towed is in excess of 4,536 kilograms (10,000 pounds).
  • Class B: Any single vehicle with a GVWR of 11,794 kilograms or more (26,001 pounds or more), or any such vehicle towing a vehicle not in excess of 4,536 kilograms (10,000 pounds) GVWR.
  • Class C: Any single vehicle, or combination of vehicles, that meets neither the definition of Group A nor that of Group B as contained in this section, but that either is designed to transport 16 or more passengers including the driver, or is used in the transportation of materials found to be hazardous for the purposes of the Hazardous Materials Transportation Act and which require the motor vehicle to be placarded under the Hazardous Materials Regulations (49 CFR part 172, subpart F).
  • Class D: Private passenger, regular operator.
  • Class M: Motorcycle
