Apply In-Person:
- The applicant has to reach out to National Marine Fisheries Service (NMFS) for the application. Contact details are mentioned in “Office Locations & Contacts” of this page. Or here is the Contact Link
- An application form is also available at the following Link
- The applicant should make sure to carry all the documents that are mentioned under the “Required Documents” section of this page (Both photocopies and originals).
- Applicant has to fill in all the necessary details in the form and attach the photocopies of the documents that are needed along with the application form before submitting.
- The fee for this procedure has to be paid as per the authority’s request.
- At least 10 working days for the application to be processed.
- Unless the applicant offers different instructions and send a prepaid mailer with appropriate postage or a corporate account number for expedited delivery, items will be shipped to you through first class mail.
- IFQ permits are issued annually to eligible persons who hold Processing Quota (PQS).

- Proof of the Individual Fishing Quota (IFQ) Permit holder in Block A owning at least 20% of the vessel mentioned in Block C for the 12 months immediately preceding the date of application. Only the following types of proof of ownership are acceptable:
- Abstract of Title from the United States Coast Guard (USCG) for all USCG-documented vessels.
- For all illegal vessels, the state of Alaska requires a vessel licence or registration.
- If the IFQ permit holder stated in Block A is not the person named on the USCG Abstract of Title or the State of Alaska vessel licence or registration, documentation showing indirect ownership of the vessel is required.
- Corporate annual reports, stock certificates, tax returns, annual meeting minutes, and other documents may be acceptable.

EligibilityEdit
- Individual Fishing Quota (IFQ) permit holders can use this application to get hired master permits under the IFQ Program, and CDQ permit holders in the Western Alaska Community Development Quota Program can use this application to receive hired master permits under the CDQ Program.
- Each vessel, each IFQ permit number, and each CDQ permit number must have their own application.
- The applicant, who joined a crab harvesting cooperative, must apply to ensure that they are listed on the cooperative’s application(s) for annual crab harvesting cooperative IFQ permit.

Need for the DocumentEdit
- An IFQ hired master permit allows the person named on the permit to land IFQ halibut or IFQ sablefish for credit against the specified IFQ permit until the IFQ hired master permit expires, is revoked, suspended, surrendered in accordance with 50 CFR 679.4(a)(9), modified under 15 CFR part 904, or cancelled on the IFQ permit holder's request.
- IFQ permits are provided to Quota Shareholders who are eligible (QS).
- These permits give its owners the right to harvest a certain number of crabs, according to the restrictions and conditions outlined on the permit.

Other uses of the Document/CertificateEdit
- The holder of an IFQ permit submit proof of ownership (USCG Form 2692, Report of Marine Accident, Injury, or Death) to NMFS on an annual basis for a vessel that the hired master will use to fish the IFQ.
- NMFS will use the information provided to track recent participation for CVC and CPC QS holders.
