Apply In Person
- To Obtain a Certificate of Celibacy / Single Status Certificate, the applicant has to approach the CONSULATE GENERAL OF the ISLAMIC REPUBLIC OF AFGHANISTAN – link
- An application form will be provided to the applicant by the concerned officer. or it can be downloaded from the following link –link
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- The applicant visits the office on the appointment date.
- Submit all the documents with the completed form to the concerned officer.
- Also, the applicant has to visit the office along with the two witnesses.
- With the witnesses, the officer will take the testify note from the applicant.
- The applicant has to pay the fee of (50 Euros).
- After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
- An acknowledgment receipt will be provided. Please save it for future reference.
- Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
- Once the process gets completed, the applicant gets a call from the office regarding the application.
- The applicant can collect the certificate from the office or through the mail.
- This entire process can be completed within 30 – 40 days or as per the timeline advised by the respective department authority.

- In the next step, select the day and date from the schedule and click the “Submit” button.

Afghan nationals.
You may require a Single Status certificate if you intend to be married overseas or if you are returning to your country of residence to be married. It certifies if you have been married in Afghanistan during a specified period.

Certificates of Celibacy are issued by Afghan Embassies and Consulates abroad.
Applicants must be able to show evidence to prove that they were under the age of 18 when they left Afghanistan to become refugee in another country. Applicants who were 18 years or older when they left Afghanistan must apply for a Certificate of Celibacy in Afghanistan.
Before you apply for a single status certificate, check with the Consulate, Embassy or local representative of the country in which you wish to marry to check their legal requirements.

- Number and date of marriage certificate
- Marital status of the couple prior to their present marriage
- Profession of the man
- Places of birth of the couple
- Dates of birth of the couple
- Tazkira number of the man
- Name, name of father, Tazkira number, and signature of the regional officer or the village head
- Name, name of father, Tazkira number, and signature of the father or the witness
- Name, name of father, Tazkira number, and signature of the priest
- Name, name of father, Tazkira numbers, and signatures of the two witnesses of the marriage ceremony and the two representative witnesses of the father.
Need for the DocumentEdit
Certificate of Celibacy, is a document stating the applicant's marital status. This document is one of the requirements a citizen of Afghanistan needed to submit if he/she is planning to get married abroad.
If you are planning to marry in another country, you may be required to obtain a Certificate of Non-Impediment. This document has many different names such as Declaration of Non-Impediment to Marry, Statutory Declaration of Single Status, Affidavit of Intended Marriage, Statement In-Lieu of Certificate of Non-Impediment to Marriage Abroad, Certificate de Coutume, a Certificate of No Impediment, Certificate of Nulla Osta, Certificate of Freedom to Marry or just free to marry.
Following are procedures on how to obtain certificate of celibacy.
Information which might helpEdit
If you are getting married overseas, you may be asked to prove that you are single or that you are allowed to marry. In most cases, you will be able to obtain a CNI for this purpose.
Applicants for certificate of celibacy must:
- Be present through a pre-arranged appointment with the Consul at the Embassy.
- Show evidence to prove that they were under the age of 18 when they left Afghanistan to become refugee in another country. Applicants who were 18 years or older when they left Afghanistan must apply for a Certificate of Celibacy in Afghanistan.
- Bring three adult guarantors who will guarantee, in writing, the celibacy status of the applicant.
- Bring two adult witnesses who can testify, in writing, about the process.
- Pay Certificate of Celibacy processing fee.
Other uses of the Document/CertificateEdit
Overseas marriage authorities often require evidence a party to the marriage is free to marry. Such evidence may be a Result of Marriage Certificate from the Registry of Births, Deaths and Marriages.
This certifies that you have never been married, or if previously married, no further marriage has been registered in Afghanistan.

This document will most likely be required as a supporting document if you are getting married in a foreign country.
This document can also be required for employment in a foreign country.
Remember to provide:
- An original or certified copy of applicants' birth certificate or
- Valid passport if the parties are non-resident Identification cards of applicants
- If either party was married previously and widowed, a certified copy of the marriage certificate and death certificate in respect of the deceased spouse.
- If either party was divorced, an original Decree Absolute or a certified copy of Final Judgement. If the document is in a Foreign Language, the document must be translated and certified by an authorized Notary Public.
