To convert your license for an Afghan driver�s license, you need to apply in-person at a traffic office You need to:

  • take an eye test
  • bring original identification showing your legal name, date of birth and signature
  • bring your original, valid foreign driver�s license
  • bring any original supporting documents that show proof of your driving experience
  • pay the applicable fees
  • fill out an application form (where you will state how long you have been driving)

You might also need to take a written test or road tests, before you get a full license. It depends on your circumstances.

EligibilityEdit

In certain cases you can exchange the driving license that you received outside Afghanistan for an Afghan driving license. This is only possible if you are registered as a resident of the Afghanistan and you have a valid residence permit.

Once you become a resident of Afghanistan, you can still make use of your foreign driving license for a certain period. This period depends on the country in which you obtained your driving license. After this 'transition period' has elapsed, you must obtain an Afghan driving license.

InstructionsEdit

  • If you have been granted Afghanistan permanent residence, you must convert your foreign driving license to an Afghan one within a year of receiving your permanent residence permit.
  • If you fail to convert your license within one year, it will be regarded as invalid.
  • You can also apply to convert your driving license to an Afghan one if you hold a diplomatic permit but don�t have a permanent residence permit.
  • If your license is not in one of the official languages of Afghanistan, you must get a letter of translation of the license by a competent authority.

Need for the DocumentEdit

If you have a foreign driving license and you wish to drive a motorized vehicle in traffic in the Afghanistan, you may need to Convert or Exchange it to a valid license issued in Afghanistan.

First, you must be a resident in Afghanistan. Those with a visitor�s visa or without a proper residence card cannot apply for a license. Second, you must provide a full license. Those with temporary, provisional, probationary, permit, certificate or motorcycle license cannot exchange it for an Afghanistan license. Those without a proper license must go through the process of applying for a new license in Afghanistan. Lastly, those with licenses issued from a country other than their home country must provide proof of residency in that country for 90 days or more.

Written confirmation is an original letter from the original licensing agency (such as the ministry of transportation in your country or state), or from the Embassy, Consulate, or High Commissioner's offices representing the country.

The letter must be:

  • Written on official letterhead
  • If it is written in another language, you must submit a letter of translation from a qualified translator.
  • Dated - It cannot be more than 6 months old.

This letter must include information about:

  • The date first licensed
  • License expiry date
  • Class of license
  • That the license was valid for the relevant period of time for the purposes of exchange and experience

If this information is not included, it may delay processing of your license exchange.
