1. To apply for Vehicle Fitness certificate (FC) in West Bengal the applicant has to approach the RTO vehicle office where it is registered or is going to be registered is to be approached.

4. Also make sure you have all the necessary documents to process the application.
   
5. The applicant should make sure they are eligible for applying for this procedure.
   
6. Make sure you have completed respective application (can be obtained from respective motor vehicle office)
   
7. Application forms can be obtained from the appropriate motor vehicle office
   
8. The applicant should bring in their vehicle for inspection.
   
9. Dearness Allowance (DA) shall receive the filled up application Form CFRA (prescribed in WBMV Rules, 1989) with requisite fees and copy of necessary documents
10. Dearness Allowance (DA) will receive required fee in VAHAN system against receipt and send the file to MVI (T).
11. MVI (T) will inspect the vehicle and submit report on the condition of vehicle in VAHAN.
12. RTO / ARTO will approve the cases, which are passed in examination by MVI (T). at the time of approval the computer system will check on the basis of date of inspection if any difference of fees is payable and if detected such difference of fees is to be paid by the owner before approval.
13. DA will print the fresh Certificate of Fitness and get it signed by RTO/ARTO.
14. Certificate of Fitness will be laminated and delivered.

Apply Online:

1. To apply for renewal of vehicle fitness certificate through the national portal the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan Citizen service
2. From the dropdown menu of apply online services on the website select the “vehicle related services” option
3. Once you select the vehicle related services, you will be redirected to the page, select “other states” option.
4. Enter Valid Vehicle Registration Number and click on Proceed
5. You will be redirected to the page “Odisha Motor Vehicle Department”
6. Select the Service “Apply for fitness renewal/re-apply after fitness being failed” Service under Online Services Menu
7. Enter Chassis Number and Mobile Number.
8. Enter the OTP received and Click on Show details.
9. Enter further details as per the form displayed.
10. Click Submit and then Confirm and Make Payment
11. Once Payment Done, Print Receipt.
12. Book Appointment to visit RTO for inspection your vehicle.
13. Visit to Respective RTO with required documents.

Vehicle owner is eligible to apply for renewal of Fitness Certificate for Transport Vehicle

More information on fees can be obtained from respective RTO

• In case of Private vehicles the fitness certificates is valid for 15 years and there after renewed at every 5 years
  
• In case of Transport Vehicles the fitness certificate is issued for a new vehicle for 2 years and subsequently renewed every year

You have to maintain your vehicle fit and roadworthy through out the year. Having a valid certificate of fitness is not enough.

• Fitness Certificate is an official document certifying that the holder’s vehicle is fit to drive at public places. As this certificate is a very important document in renewal of permits. The renewal of fitness certificate is highly regarded.
  
• The registration of vehicle is treated as valid only if the vehicle has valid certificate of fitness. Fitness certificate for a vehicle in West Bengal is required to renew the current status of the vehicle
  
• The fitness is checked and certified by the Registering Authority
  
• Fitness certificate is issued to check the pollution caused by the emission of smoke from the vehicles, to maintain the vehicle in proper condition and to avoid accidents
  
  

• An applicant should apply for renewal of his vehicle Fitness Certificate within 30 days from the date of expiry of its validity
  
• RTO officials has the right to decide upon the issue of certificate.
• The vehicle is to be brought to the local office for inspection of its road worthiness and if the vehicle is found to be fit for use on the roads; the renewal of registration is allowed for a period of five years at a time.
• The transport vehicles require a valid Certificate of Fitness as well along with the registration certificate. Under the provisions of The M.V. Act, the registration of vehicle is treated as valid only if the vehicle have valid certificate of fitness.
