2. Complete an Application for a Virginia's Driver License Form or ID Card or Child ID Card for minors (under age 15).
3. Submit the necessary documents.
4. Pay the fees.

• Whenever applying for an ID card and do not hold a valid Virginia driver's license, you must present documents proving your identification and residency. You may also be required to present proof of legal presence.
• Determine which documents to bring through the interactive Document Guide or review the DMV publication Obtaining a Driver's License or ID Card.
• All documents must be originals.

• Date and Place of birth
• Current residence
• Citizenship

Whether you are of legal age or not, you can apply for a State Identification Card. This card is very helpful especially in cases where an office would require some proof of your identity.
