1. To obtain a license or permit to install water waste management system, you would have to write an application letter to the Rwanda Utility Regulatory Authority (RURA).
2. Make sure you have all the documents that are listed under the Required Documents section of this page, along with the completed Application Form. The application form can also be obtained from the office of RURA.
3. Submit all the required documents and completed application form in RURA office. Following is the address of headwaters.

• Application letter addressed to the Director General of RURA requesting for Water waste installation.
• Business plan for at least 5 years
• Trade Register Certificate (For Companies) indicating activities to be performed
• Non clearance certificate from Rwanda Social Security Board
• For Cooperative, attach notified Statute and official gazette
• Copies of medical insurances for employees
• Certificate of registration to Rwanda Social Security Board for newly registered companies
• Proof of payment of application fee of 5,000 Rwf on the account No 130-10-54998 of RURA opened in COGEBANK
