A certificate of domicile can be issued by the federal or a provincial government or any district magistrate authorized by a provincial government.
The Pakistan Citizenship Rules state that:
An application for a certificate of domicile shall be made in Form P' in duplicate, shall be accompanied by an affidavit affirming the truth of the statement made in it and affirming further that the applicant had not migrated to India after the first day of March 1947 or that, having so migrated, and returned to Pakistan under a permit for resettlement or permanent return issued by an officer authorized by the Government of Pakistan.
Any authority to whom an application is presented may demand such evidence as it may considered necessary for satisfying itself that the facts stated in the application are correct and that the applicant has been continually resident in Pakistan for a period not less than one year and intends to live permanently in Pakistan.

Registration granted under the preceding sub-section shall include besides the person himself, his wife, if any unless his marriage with has been dissolved and any minor child or his dependent whether wholly or partially upon him.
The domicile certificate was introduced after the prime ministers of India and Pakistan, Pandit Jawaharlal Nehru and Liaquat Ali Khan, signed the Liaquat-Nehru pact in 1950.
It promised to protect minorities and improve relationships between the majority and minorities in their countries.
It paved the way for the essential process of verifying who was a citizen of India and Pakistan, because there was intense cross-border migration in the years that followed Partition.
After the Liaquat-Nehru pact was signed, Pakistan began to seal borders and in 1951, it introduced the Citizenship Act that required citizens to claim and verify their citizenship by obtaining a domicile certificate.
Any person who, at any time before the sixteenth day of December 1971, was a citizen of Pakistan domiciled in the territories which before the said day constituted the province of East Pakistan and who being under the protection of Pakistan passport, was on that day, or is, residing in any country beyond those territories shall not be deemed to be a citizen of Pakistan unless, upon an application made by him to the Federal Government in this behalf the Federal Government has granted him a certificate that at the date of the certificate he is a citizen of Pakistan.
Domicile forms are required at all public educational institutions in Sindh.

A certificate of domicile obtained from the website of the police in the city of Jhelum in Punjab Province indicates that the certificate includes the above information, as well as the individual's photograph placed in the lower right corner of the certificate.
